About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking innovative solutions for the Soldier Borne Mission Command (SBMC) prototype project, which aims to develop a fused digital awareness system optimized for emerging modular sensor technologies. The system will be compatible with the Android Tactical Assault Kit (ATAK) architecture and serve as the Army's future situational awareness platform for Company level and below dismounted operations. Vendors must comply with at least one of three conditions: include a Non-Traditional Defense Contractor, consist entirely of small businesses or NTDCs, or have at least one-third of project costs funded by non-federal parties. Technical merit will be the primary evaluation factor, considering innovative solutions, improvements over current capabilities, and technical maturity of sample hardware. Key deadlines include a 12 May 2025 5:00 PM ET deadline for white paper submissions, with questions about the opportunity due no later than five business days prior to the submission deadline.
The solicitation is not set aside for any specific business category and will use Other Transaction (OT) Authority under 10 U.S.C. 4022 to award one or more prototype agreements. The place of performance will be Fort Belvoir, Virginia, with the government anticipating prototype delivery within seven months of award. While specific award values are not explicitly stated, the procurement will involve a two-phase competitive process where selected vendors will first submit white papers and potentially conduct in-person solution demonstrations. The project targets the development of a comprehensive mission command platform with capabilities including ballistics protection, weapon compatibility, night vision, and thermal management. The government reserves the right to cancel the opportunity or make no awards, with the ultimate goal of creating an advanced digital awareness system that enhances soldier operational capabilities at the company level and below.

The intent of the USG is not to lead vendors to conclusions or unduly restrict potential whitepaper solutions by addressing technical questions received individually at this stage in the process. In addition, the USG does not intend to provide any additional supplemental documents for Step 1 - Request for White Papers. Administrative details regarding Step 2 - Solutions Demonstrations will be provided to vendors if selected. Please reach out to the POC(s) identified below for any issues.
