About this opportunity

The U.S. Army's Rapid Capabilities and Critical Technologies Office (RCCTO) has issued a Request for Solutions Brief (RFSB) for a Human-Machine Integrated Formation (HMIF) Robotic Autonomous System (RAS) Software Prototype and Integration project. The solicitation is designed to develop advanced software solutions for integrating robotic systems into Army maneuver formations. This opportunity will be awarded through an Other Transaction Agreement for Prototype (pOTA) in accordance with 10 U.S.C. 4022. The project focuses on creating comprehensive software prototypes that can enhance the lethality and survivability of Army units by integrating air and ground robotic systems. The RCCTO is seeking innovative technological solutions to advance military autonomous system capabilities.

The primary objective is to develop a software prototype with five core components: Command and Control Software, Ground Autonomy Software, Assured Control and Safety Software, Mission Command Interconnect Software, and a Lead Software Integrator. Eligible participants include U.S.-based companies, traditional and non-traditional defense contractors, academic institutions, and nonprofit entities. Contractors must submit a six-page solution brief demonstrating software capabilities at Technology Readiness Level 7+ by May 16, 2025, with potential pitch sessions scheduled for June 5, 2025. The project targets two operational prototype formation sets for Armor and Infantry units, with software development occurring from October 2025 to October 2026. Respondents are encouraged to propose innovative solutions that support multiple autonomy levels, enable advanced control functions, and integrate with existing mission command systems, with the ultimate goal of creating more adaptable and efficient robotic system technologies for military applications.
