About this opportunity
The U.S. Consulate General Cape Town, operating under the Department of State, seeks quotations for preventive maintenance services on its Building Automation System, with proposals due September 15, 2026, and a mandatory pre-quotation conference and site visit on September 8, 2026. The procurement is firm-fixed-price, base year plus four one-year options, with award to the lowest-priced, technically acceptable offeror.
Place of performance is Cape Town, South Africa. The BAS comprises a Johnson Controls Metasys system controlling approximately nine air handling units, 174 terminal units, 12 supply/exhaust fans, two water-cooled chillers, and associated HVAC equipment across the Chancery, Warehouse, Utility, and Marine Security Guard Quarters buildings. Contractor personnel must be manufacturer-certified BAS technicians with minimum five years of experience and must comply with State Department security clearance requirements for facility access. The contractor must deliver four equally spaced preventive maintenance site visits per calendar year, develop site-specific PM checklists, perform periodic and annual maintenance, conduct five-year calibration and point-to-point checkout schedules, maintain BAS backups with recovery procedures, manage spare parts inventories, provide up to 20 hours of annual remote support, and generate detailed post-visit reports within 20 business days of each visit. The contractor must obtain Defense Base Act insurance and maintain all deliverables for 15 years post-completion.
NAICS code 238210 applies. Evaluation criteria include technical acceptability (work plan, tools and equipment, quality control procedures, personnel qualifications) and price. The Government applies a quality assurance standard of no more than one customer complaint per month. Registration in SAM.gov with a UEI number is required at time of quotation submission. Prospective offerors must register for the mandatory site visit by September 4, 2026.
