About this opportunity
The U.S. Customs and Border Protection (CBP) Office of Trade Relations is seeking a vendor to provide comprehensive conference services for the 2026 Trade and Cargo Security Summit, scheduled for April 27-30, 2026. The solicitation requires a vendor to manage a hybrid event accommodating 1,300 in-person and 3,000 virtual attendees, including conference meeting space, food and beverage services, logistical support, audio-visual equipment, and webcasting capabilities. Vendors must submit both technical and price quotes via email to Matt Coniglio and Peter Giambone by 12:00pm EST on April 17, 2025, with technical quotes limited to 20 pages. The procurement will utilize a firm fixed-price contract mechanism, with quotes evaluated using a lowest-price technically acceptable (LPTA) source selection process. Potential bidders must be registered in the Systems for Award Management (SAM) database and can submit questions about the solicitation until 1:00pm EST on April 14, 2025.
The event will be located within 25 miles of Dallas Fort Worth International Airport, with no specific set-aside designations for the contract. The total budget for audio/visual services is capped at $230,000, while food and beverage services are limited to $260,000. Notably, hotel room blocks will be reserved by the vendor but paid for directly by individual attendees, not the government. The contract's funding is contingent on appropriations for fiscal year 2026, with a minimum award value of $0.01 required by the government's financial system. The procurement falls under NAICS code 531120 for Lessors of Nonresidential Buildings and PSC category X1AB for Conference Space and Facilities Rental. The event aims to facilitate discussions between CBP and international trade, transportation communities, government agencies, Congress, and press, with comprehensive technological support including closed captioning, live polling, and interactive features for virtual participants.

Update #2 · Latest ·
This update to the RFQ is to update interested offerors with the Government Responses to two questions received. See the Government's Answers to the following questions below:
1. Date Flexibility?: One venue has asked whether there is any flexibility with the tentative event dates of April 27–30, 2026, in the event they are unavailable for that full range. Can you please confirm whether those dates are fixed or if there is any room for adjustment (within the same general timeframe or fiscal quarter)?
Government Response: These dates are firm and are not flexible.
2. Anticipated Award Timeline: We understand that funding for the event will be obligated in FY 2026 and is not presently available. Is there an estimated timeframe for when the government expects to issue the contract award?
Government Response: This is anticipated to be awarded in FY25, ideally tageting an award date in late April or early May. However, as stated, funding will not be obligated until FY 2026.
