About this opportunity
The Department of the Air Force Pacific Air Forces, through the 766 Enterprise Sourcing Squadron at Joint Base Pearl Harbor-Hickam, is seeking quotes for the procurement of three Utility Terrain Vehicles (UTVs) with shipping via a Request for Quote (RFQ) issued on April 10, 2026. The vehicles must be gasoline-powered, side-by-side UTVs equipped with a 999cc engine, 4WD/AWD capability, automatic transmission, 6-person seating, and a 25 MPH top speed, designed for security patrol operations on unpaved roads, shorelines, and areas with thick vegetation in adverse weather conditions. Key contract requirements include vehicles meeting street-legal standards, a 12-month warranty covering parts and labor, availability of local service support, delivery of manufacturer documentation and operator manuals, and a Rollover Protection System meeting SAE standards. Award will be made to the responsible offeror whose quote is most advantageous to the government when evaluating technical capability, price, and delivery schedule. The firm deadline for submission is Friday, April 17, 2026, at 3:00 PM Hawaii Standard Time, with quotes to be submitted via email to SSgt Thomas Hembree at thomas.hembree@us.af.mil.
This procurement is designated as a total small business set-aside with no incumbent contractor identified. The contract will be awarded on a firm-fixed-price basis, and no budget range or specific award value is published in the solicitation documents. The quantity requirement is three UTVs with delivery expected within 30 days after contract award, with a maximum allowable extension to 45 days, and payment terms of Net 30 unless alternative terms are proposed by the offeror. The place of performance is Bellows Air Force Station, 220 Tinker Road, Waimanalo, Hawaii 96795, where the vehicles will be delivered FOB Destination. Offerors must submit complete quote packages including technical descriptions with product specifications, delivery schedules, commercial warranty terms, pricing, past performance references if applicable, and a statement of agreement with all solicitation terms, with Sections 6-9 of the RFQ document completed or the quote will be deemed non-responsive.
