About this opportunity

The U.S. Coast Guard seeks site surveys, condition assessments, equipment procurement, installation, testing, and training for land-to-sea tactical communication equipment at five operational bases in El Salvador under a Foreign Military Sales agreement, with proposals due September 1, 2026, and questions due August 17, 2026. This is a total small business set-aside RFQ for a single firm-fixed-price purchase order.

Performance splits between the contractor's facility and El Salvador. The procurement is driven by Letter of Offer and Acceptance case ZB-P-LEC between the Government of El Salvador and the United States. NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors; PSC is L059.

Task A, comprising CLINs 0001-0003, requires the contractor to conduct initial site inspections, develop Condition Found Reports for each of five sites within 30 calendar days of survey completion, and provide recommended equipment lists, installation plans, testing procedures, operator training requirements, and firm-fixed pricing. Task B (equipment installation and implementation) will be authorized as growth work CLINs on a negotiated firm-fixed-price basis per site, contingent on Contracting Officer approval of the condition reports. The system must support unclassified, nonsecure land-to-sea tactical voice communications using Marine Band frequencies for a Partner Nation fleet of small boats (25–35 feet); each site operates independently with no required interoperability.

Technical submissions must demonstrate at least two relevant contracts within the past five years involving site surveys, recommendations on comparable maritime communication equipment, procurement, installation, testing, and operator training, with preference for live-voice vessel testing, work within SOUTHCOM, and Spanish-language training capability. The contractor must confirm possession of or ability to obtain Defense Base Act insurance. All travel expenses are the contractor's responsibility and must align with State Department foreign per diem allowances. Contractor personnel must comply with DoD Foreign Clearance Guide requirements and submit Aircraft and Personnel Automated Clearance System information no later than 40 calendar days prior to travel. Evaluation is conducted on comparative basis weighing technical capability, past performance, and price for best overall value, without formal scoring. Prices must remain firm through September 30, 2026. Amendment A00001, posted August 18, 2026, revised the Statement of Work and Solicitation Provisions and provided government responses to solicitation questions.
