About this file
This is a Questions and Answers document (Amendment 001) for RFP 70Z02326Q92200026, a federal contracting solicitation for land-to-sea tactical communications system surveys and installation at five overseas sites operated by a Partner Nation.
The solicitation is structured in two tasks: Task A (site surveys) comprises CLINs 0001-0003, for which offerors must submit firm-fixed pricing, and Task B (equipment installation and implementation), which is pre-priced as Growth Work CLIN but not guaranteed to the contractor. Under Task A, the contractor must conduct physical site inspections at five locations, develop Condition Found Reports (CFRs) for each site within 30 calendar days of survey completion, and provide recommended equipment lists, installation plans, testing procedures, operator training requirements, and firm-fixed pricing for all work. The primary communications requirement is land-to-sea tactical voice communications using Marine Band frequencies to support local maritime transits and a Partner Nation fleet of small boats (25-35 feet). Each of the five operational sites will operate independently with no required interoperability among locations. The contractor must gather specific operational coverage objectives from local Points of Contact during site surveys. The contractor should propose its own technical solution following physical inspection; the government anticipates some contractor-furnished equipment at each site but may allow reuse of existing operable equipment. Site visits may occur earlier than the standard 40-calendar-day APACS (advance personnel access clearance and soldier readiness processing) requirement if travel coordination and clearances are obtained sooner. The contractor must account for USG inspection of CONUS-sourced equipment prior to Defense Transportation System shipment, with F.O.B. Origin acceptance and transfer of custody to the DTS Shipper. Offerors must demonstrate recent corporate experience with comparable maritime systems engineering lifecycles including site assessment, engineering recommendations, procurement, installation/integration, testing, and operator training, though the Government will consider any relevant corporate experience submitted in quotes.

Question # Referenced Document Section (§) / Subsection Received Question Government Answer RFP Documents Updated
Attachment I Statement of Work (RFQ)
Appendix B Summary of Locations
Could we have Coordinates (Lat and Long) for each site location? As well as any other pertinent tower or location information not included within the solicitation that may be beneficial to producing an accurate quote.
No. Any additional pertinent information regarding tower or location information can be identified and evaluated during the site visits. N/A
2 General Information N/A Will we need to be escorted to each site or be granted any sort of clearance to conduct our surveys?
No escort is required, but individual base Points of Contacts will be coordinated through the US MILGRP for access to each site. N/A
Attachment I Statement of Work (RFQ)
Appendix B Summary of Locations
For locations with compromised towers (e.g., Capitania and Concordia missing upper sections), does the USG prefer quoting a complete tower replacement or optimization of the existing structure if RF propagation models support it?
Offerors are only pricing their firm-fixed price for the three (3) site survey CLINs, 0001-0003, and providing what is required in Attachment IV Solicitation Provisions (FAR 52.212-1 and 52.212-2) to support their ability to perform the site survey. Because local equipment conditions cannot be determined prior to physical inspection, Offerors must not quote equipment replacement or technical solutions in their initial quotes. In post-award execution, the awardee of the contract must travel to all five (5) installation sites and submit each site's Condition Found Report (CFR), which would identify the Contractor's recommended equipment list, installation, testing, and training plan, and pricing. The pricing validity period of each CFR shall be addressed in post-award. N/A
Attachment I Statement of Work (RFQ) § 3.3, § 3.4.2
Please clarify whether the 40-calendar day APACS requirement establishes the earliest permissible date for the initial site visit following contract award, or whether the site visit may occur sooner provided all required travel clearances are obtained.
Site visit may occur earlier pending travel coordination and clearances are obtained. For purposes of proposing a schedule, Offerors should assume the APACS requirement will take the full 40-calendar days.
N/A
Attachment I Statement of Work (RFQ) § 4.3, § 4.4
Please clarify the required validity period for the firm-fixed pricing submitted with each CFR, and whether pricing may be updated, if necessary, prior to Growth Work authorization to reflect current market conditions. See response above to Question #3. N/A
Attachment I Statement of Work (RFQ) § 1.1
Please clarify whether there is a minimum required or target communication range for the land-to-sea communications system that the Contractor should use when evaluating the recommended solution. See response above to Question #3. N/A
Attachment I Statement of Work (RFQ) § 1.1 / Appendix B
SOW §1.1 identifies the primary frequency band as Marine Band, while Appendix B references proposed HF antenna requirements. Please clarify which frequency bands the Contractor is expected to evaluate and support as part of the communications solution.
Details in Appendix B were based on the Government's brief visit to each site. Conflicting information is being removed from Appendix B to provide clarity.
Attachment I Statement of Work (A00001)
Attachment I Statement of Work (RFQ) N/A
Regarding the Statement of Work, please confirm that for this RFQ all you need bidders to quote is what is specified in Attachment II (Pricing Schedule).
The Offeror who meets all requirements noted in Attachment IV Solicitation Provisions (52.212-1 and 52.212-2) and is most advantageous overall to the Government considering price and other factors, will be awarded the purchase order. N/A
Attachment II Pricing Schedule (RFQ) N/A
Attachment II appears to include services only through Task A. Please clarify how the transition from Task A to the phase in which Task B will be performed will be handled.
Specifically, will Task B be competed separately, or will the contractor awarded Task A be asked to provide a quote for Task B and then receive the Task B award without further competition?
The solicitation requires Offerors to propose pricing only for Task A. However, the resulting contract will be a single purchase order covering all requirements in Attachment I Statement of Work (RFQ), including Task B. Task B is not guaranteed to the Contractor (see Attachment I Statement of Work (RFQ) § 4.4), and its pricing will be structured as a pre-priced Growth Work CLIN at award to secure expiring Partner Nation funds (see Attachment IV Solicitation Provisions FAR 52.212-2 Evaluation, Paragraph (a)). If the KO and the Contractor cannot reach an agreement on the firm fixed price for the CFRs, the contract will not proceed beyond the invoicing and payment of CLINs 0001–0003. N/A
Attachment I Statement of Work (RFQ) § 4.3
Other than the Condition Found Report (CFR) for each of the 5 sites is there any other deliverable for Task A required?
In addition to providing a CFR for each of the five (5) sites within thirty (30) calendar days of completion of the site survey, Attachment I Statement of Work (RFQ) § 4.3 states, "Each CFR must also include a schedule to complete all work in calendar days from date of KO authorization and a firm fixed price for the site with a breakdown of price for each piece of equipment, all labor for site improvement, installation, testing, and training broken down by individual tasks." N/A
Attachment IV Solicitation Provisions (RFQ)
52.212-1 Instructions to Offerors / 52.212-2 Evaluation
Attachment IV requires at least two examples involving site surveys, recommendations for land-to-sea tactical communications equipment, procurement, installation, testing, and operator training. Will the Government consider recent corporate experience demonstrating the same complete engineering lifecycle for comparable maritime systems—site assessment, engineering recommendations, procurement, installation/integration, testing, operator support/training, and Government acceptance—when the specific prior system was not a land-to-sea tactical communications system?
The Government will consider any recent corporate previous experience in the Offeror's quote.
Attachment IV Solicitation Provisions (A00001)
Attachment I Statement of Work (RFQ) N/A
Is delivery to a CONUS consolidation point acceptable, or is delivery required outside the United States?
Attachment I Statement of Work (RFQ) § 4.4.6 states, "If equipment is being shipped from CONUS, USG inspection must be conducted prior to DTS shipping arrangements, as a commercial invoice is required for import/export. Acceptance for all CONUS items will be F.O.B. Origin and upon the transfer of custody to the DTS Shipper. If equipment is being sourced OCONUS, USG inspection can occur at the site during rip-out and installation." N/A
Attachment I Statement of Work (RFQ) N/A Is the equipment list brand-name specific, or will an "or equal" be evaluated? See response above to Question #3. N/A
Attachment I Statement of Work (RFQ) § 1.1 / Appendix B
The SOW identifies Marine Band as the primary frequency band for land-to-sea tactical voice communications; however, Appendix B also references proposed HF antennas at certain locations. Please confirm whether the Contractor should evaluate both Marine Band VHF and HF communications during the Task A site surveys.
See response above to Question #7. The Contractor will propose their own solution for each location as part of Task A, once they’ve held the site survey physical inspection N/A

Attachment I Statement of Work (RFQ)
Appendix B Summary of Locations
Please provide the desired operational coverage objectives for the five locations, such as approximate offshore distance, geographic coverage area, or other applicable performance criteria that should be considered when developing the recommendations during Task A.
Each location is independent. The Contractor should anticipate gathering the coverage objectives from the Points of Contact at each location's site survey. N/A
Attachment I Statement of Work (RFQ) N/A
Please confirm whether the five operational sites are intended to operate independently for land-to-sea communications or whether interoperability/interconnection among the sites is required. If interconnection is required, please advise whether existing IP or other communications infrastructure is available between the locations.
Each location is independent, no interoperability/interconnection among the sites is anticipated. N/A
Attachment I Statement of Work (RFQ) § 1.1
The SOW identifies the primary mission as land-to-sea tactical voice communications.
Please confirm whether any interface or integration with existing vessel navigation or onboard electronic systems is required, or whether the requirement is limited to standalone voice communications.
Voice communications only anticipated. Per SOW § 1.1, the target vessel profile is all local maritime transits and the Partner Nation’s fleet of small boats (roughly 25-35ft, they haven’t been acquired yet). The end users of this equipment are planning on being able to communicate with maritime assets going by. N/A
Attachment I Statement of Work (RFQ)
Appendix B Summary of Locations
Appendix B identifies existing VHF radios, antennas, and other communications equipment at certain locations. Please confirm whether the Contractor should evaluate the existing equipment during Task A for potential reuse/integration into the recommended solution or whether the Government anticipates replacement with new Contractor-Furnished Equipment.
This will depend on the Contractor’s findings at each location, as some sites are closer to operational capacity than others. The Government assumes the Contractor will propose some CFE at each site, but also use existing equipment if operable. In SOW § 4.4.2. Equipment / wiring no longer needed will be removed. N/A
Attachment I Statement of Work (RFQ) § 3.3, § 3.4.2
The SOW requires the Contractor to submit a proposed schedule for the initial site visit while also requiring APACS information to be provided 40 calendar days prior to U.S. DoD-sponsored Contractor travel. Please confirm whether Offerors should account for this 40-day clearance period in the proposed Task A schedule following award. See response above to Question #4. N/A
