About this opportunity

The Department of the Navy Naval Facilities Engineering Command is soliciting qualifications and proposals for a long-term lease and private development of approximately 28 acres of fee-owned real property at Naval Weapons Station Seal Beach in Seal Beach, California, with statements of qualifications due September 30, 2026 at 4:00 p.m. PT. The procurement follows a two-step competitive process: Step 1 (RFQ) closes September 30, 2026, with shortlisted entities notified and Step 2 RFP data released January 18, 2027.

No set-aside applies. The Government's preferred structure is a long-term ground lease (exceeding five years, subject to Secretary of Navy approval) under Title 10 U.S.C. § 2667 in exchange for in-kind consideration (IKC) from the selected proposer in the form of mission sustainment projects valued at not less than fair market value of the leasehold interest. The IKC for construction costs accrues upon lease execution with rental schedules finalized during exclusive negotiations.

The development opportunity encompasses senior-living housing, including rental and for-sale residential units, assisted living, memory care, and ancillary services. The Government will impose an administrative fee of $1.2 million (non-refundable at lease execution or if negotiations fail) covering real estate, counsel, appraisal, and environmental documentation. Proposers must demonstrate qualifications, experience, financial capability, and a concept responsive to the Government's vision. Subdivision and resale of individual residential units may be permitted under the master lease structure, with final terms determined during exclusive negotiations. The Government expects development compatibility with the City of Seal Beach's General Plan and municipal planning standards. A Preliminary Environmental Assessment Report and Draft Environmental Condition of Property Report will be provided to shortlisted entities; final NEPA documentation will be completed during exclusive negotiations. The pre-proposal conference is scheduled for August 25, 2026 at Navy Golf Course, 5660 Orangewood Ave, Cypress, California (registration deadline August 21). The NAICS code is 531, Real Estate; PSC is X1PZ, Lease/Rental of Other Non-Building Facilities.
