About this opportunity

The National Park Service is soliciting proposals for nine concession contracts to provide guided oversnow vehicle tours and transportation services within Yellowstone National Park, Grand Teton National Park, and John D. Rockefeller, Jr. Memorial Parkway. This Amendment 2 solicitation maintains the current deadline schedule established in Amendment 1, with the notice of intent to propose due September 17, 2025, and electronic proposals due October 1, 2025, followed by hardcopy transmittal letters due October 8, 2025. The contracts are identified as CC-YELL500-26, CC-YELL5OS-26, and CC-YELL5XX-26, with an expected effective date of July 1, 2026. Interested parties must submit questions to Jennifer Parker at IMR_concessions@nps.gov, and all proposals must be submitted electronically through the NPS's Microsoft Teams platform. The prospectus documents are available at the NPS concessions website and detail the specific business opportunity terms and award conditions.

This procurement does not utilize any set-aside designations and is open to all qualified offerors. The solicitation does not identify any incumbent contractors or provide specific award values or budget ranges for the concession contracts. The contracts involve nine separate awards for oversnow vehicle tour operations, with services to be performed across three distinct national park locations in the greater Yellowstone ecosystem. Performance will be based in Mammoth, Wyoming, with operations extending throughout the designated park areas. The contracts are expected to commence on July 1, 2026, providing guided winter recreational services to park visitors using specialized oversnow vehicles designed for winter terrain navigation within these protected federal lands.
