About this opportunity

The Department of Defense Concessions Committee (DoDCC) is soliciting proposals from qualified firms to operate and manage a retail baked goods store offering pre-packaged items in Room 2C115 of the Pentagon, Arlington, Virginia. The successful contractor will be responsible for providing all equipment, fixtures, and merchandise for the approximately 1,156 square foot retail space, with no on-site food preparation capability permitted. The contract will be awarded for an initial five-year period with potential for two additional five-year renewals, with the store expected to open in March 2026. Proposals will be evaluated on a best-value basis with technical merit and commission percentage serving as key evaluation factors. Critical dates include a pre-proposal conference on July 21, 2025 (RSVP required by July 7, 2025), site visit requests accepted through August 8, 2025, questions due by August 8, 2025, and final proposal submissions due by 2:00 PM Eastern on September 19, 2025.

This solicitation does not utilize any set-aside designations and is open to all qualified offerors. The DoDCC currently operates retail partnerships within the Pentagon with various vendors including CVS, AT&T, The Lynch Collection, Greensleeves Florist, The Original Velatis Caramel Company, and others. While specific award values are not disclosed, the pricing structure includes commission payments to the DoDCC based on net sales, with current retail concessionaires paying between 9.0% to 25.0% commission. The Pentagon Concourse location serves approximately 20,000 military and civilian employees during summer months, though this number can vary significantly, with estimates of up to 26,000 personnel having been referenced. Access to the store will be restricted to individuals with Pentagon access authorization, and the selected contractor must comply with various security protocols and Pentagon concession guidelines.
