About this file
This document is an Amendment (A002) to a Request for Proposals (RFP) #DoDCC-2025-R-0001 for a Retail Baked Goods Store located in the Pentagon, Arlington, VA. The amendment includes several key modifications: responses to vendor questions, updates to the personnel count description, replacement of a space layout drawing, deletion of a specific RFP section sentence, incorporation of an updated Department of Labor Wage Determination, addition of a parking map showing the Remote Delivery Facility (RDF), and inclusion of space photos.
The RFP seeks a vendor to operate a pre-packaged baked goods store with specific constraints, including no on-site food preparation, limited retail merchandise options, and adherence to Pentagon concession guidelines. The store will be approximately 1,156 sq. ft. and located in Room 2C115. The daily Pentagon personnel count is estimated at 20,000 during summer months, with significant variations. Vendors must comply with various requirements including service contract regulations, nutritional labeling standards, security protocols, and provide financial documentation. The award will be made on a best-value basis, with technical merit and commission percentage being key evaluation factors.

A002
The following questions and answers are incorporated in the RFP as set forth at length.
Q. Are both Page One and Page Two of the solicitation required to be signed and included at the front of our proposal submission?
A. Please refer to Section L., “Instructions to Offerors (RFP only), “Proposal Submission Requirements”, pages 49 – 53 of 57, of the RFP. Pages 1 and 2 of the RFP must be included, and page 1 must be completed (signed, dated, etc.). A signature on page 2 is only required if an offeror declines to submit an offer.
Q. Will final amendments be issued prior to the due date, and when can we expect their release?
A. Amendments to the RFP will be issued and released as needed. Amendments can be issued up until the closing date of receipt of proposals, if necessary. If an amendment is likely to generate significant revisions to proposals, it will extend the closing date.
Q. If an amendment is issued after our submission, will we be permitted to revise or supplement our response?
A. Yes, offerors may revise or supplement if an amendment is issued after proposal submission. However, the revised or supplemented proposal must be received by the closing date of receipt of proposals as amended in Amendment A001 to the RFP, currently 4:00 p.m. on September 19, 2025, or the applicable date specified in any additional amendment.
Q. When is the anticipated award announcement date, and by what method will the awarded vendor be notified?
A. Award date is unknown at this time. The successful offeror will be notified through a phone call and then the executed awarded License Agreement will be forwarded.
Q. Has the Pentagon previously awarded a contract for a retail baked goods store? If so, can you share historical data such as timeframe, annual sales volume, lease duration, and commission percentage?
A. No. This store will be the first, permanent, Retail Baked Goods store in the Pentagon.
Q. Are there current food vendors selling baked goods beyond donuts? If so, who are the vendors and what are their price points and sales volume?
A. Yes. There are multiple food concessionaires operating in the Pentagon, including Starbucks and Panera. We are unable to provide the price points and sales volume.
Q. Are any current vendors authorized to sell custom cakes? If so, who are they and what is their price range?
A. Yes, Market Basket and Fresh Kitchen offer catering services to include custom cakes.
Q. During the pre-proposal conference, what areas will be accessible to vendors (e.g., sales floor, back of house, delivery access points)?
A. The site visit of the space conducted during the preproposal conference included the store and Pentagon’s Remote Delivery Facility ( RDF). Offerors are encouraged but are not required to conduct a site visit after the preproposal conference. Please refer to Section L., “Site Visit/Inspection”, pages 53 – 54 of 57, of the RFP.
Q. We are creating a new company and EIN for this award, so will we have to present two years of profit and loss?
A. Yes. Include the records from any previous entity such as your current company / parent company to provide an accurate assessment of financial stability.
Q. Regarding financial proposals, how significant is the license fee percentage when evaluating proposals that differ by 1–3 percentage points?

A. One will be provided. The service for the outlet will be ordered and funded by the successful offeror (Licensee).
Q. How many electrical outlets are available in the space?

A. No. The fiber line to the space will be new. Currently there are three (3) potential service providers, and vendors may choose one. The most common provider that vendors typically use is FiOS.
