The system will be hosted on a local server at Fort Detrick, Maryland, and must be compatible with Microsoft Windows Server 2019 and SQL Server 2019, with integration capabilities for DoD authentication procedures. Proposals will be evaluated using a best value tradeoff source selection approach, focusing on operating/performance characteristics, technical approach, management methodology, past performance, and small business participation. The proposal submission deadline is May 12, 2025, at 9:00am Eastern Time, with potential offerors required to provide detailed documentation demonstrating their capability to meet the government's specific technical and functional requirements.

The solicitation is an unrestricted contract with NAICS code 513210 and a $47 million size standard, with the current incumbent being Anaqua, Inc. under previous contracts HT9425-24-P-0056 and W81XWH-18-P-0188. The total contract value is approximately $4,266,597.50, covering a 12-month base period from June 30, 2025, to June 29, 2026, with three optional 6-month extension periods potentially extending the contract through December 31, 2027. The contract structure is a Firm Fixed Price with Cost-type Other Direct Costs, and it will include provisions for software licensing, customer support, training, and potential customization of additional modules. The system must support tracking of approximately 25,000 legacy records and provide comprehensive support for IP management across USAMRDC's research and development ecosystem. Contractors will be expected to provide ongoing system maintenance, periodic software updates, and support services that meet rigorous cybersecurity and DoD risk management standards.
