About this file
This document is a Questions and Answers (Q&A) file for Solicitation HT9425-25-R-0051, which seeks an on-premises Intellectual Property (IP) and Technology Transfer (T2) Database and Related Services for the U.S. Army Medical Research and Development Command. The Q&A reveals critical details about the procurement, including that this is a follow-on contract to previous contracts with Anaqua, Inc. (W81XWH-18-P-0188 and HT9425-24-P-0056), and contains specific technical requirements such as mandatory Microsoft SQL Server 2019 compatibility.
The document includes four vendor questions and corresponding government responses addressing key procurement aspects. Notable details include: the government will consider software running on newer SQL Server versions if compatibility is clearly demonstrated, the requirement for on-premises hosting at Fort Detrick, Maryland is absolute, and the proposal deadline is May 12, 2025, at 9:00am Eastern Time. The government explicitly states it will not reconsider certain technical requirements, emphasizing the strict nature of the solicitation's specifications for potential offerors.

Questions Received in Response to HT9425-25-R-0051
The questions received by the Government are identified with the letter “Q” and numbered sequentially. The corresponding Government responses (answers) are identified with the letter “A” and assigned the same sequential number.
Q1: In your last RFI/RFP did you have any vendors other than Anaqua with an on-premises solution?
A1: Yes
Q2: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
A2: As stated within the Combined Synopsis/Solicitation (RFP) attachment (see pages 2 and 13), this requirement is a follow-on to contract W81XWH-18-P-0188 and subsequent bridge contract HT9425-24-P-0056 with Anaqua, Inc.
Q3: Regarding the "Go/No Go" Subfactor for running on Microsoft SQL Server 2019
Will any alternatives to this requirement be considered at all or is this truly an absolute requirement?
A3: The Government will consider software that is running on a newer version as long as the Offeror adequately and clearly demonstrates to the Government that there is a version of the software that will comply with the Government’s standard without requiring an upgrade. This is an absolute requirement to ensure compatibility with the Government’s current operating system and software applications in use at Fort Detrick, Maryland. USAMRDC is not resourced to support any other server operating systems and, therefore, cannot accept any alternatives.
Q4: After reviewing the RFP, we will not be able to comply with Subfactor #4 by May 12, 2025.
Thus, our proposal would be considered non-responsive. Is the Government able to reconsider this?
A4: No, the Government is unable to reconsider this requirement.
