About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking proposals for the development of renewable energy generation at the former Naval Academy Dairy Farm, a 857-acre site located in Gambrills, Maryland. The solicitation aims to lease non-excess real property under Title 10 U.S.C. 2667 and 8476, with the primary objective of maximizing clean energy generation while maintaining the site's rural and agricultural character. Interested non-Federal developers are invited to plan, finance, construct, own, operate, and maintain an energy generation system, with the Navy open to mixed-use approaches that could include agriculture and community benefit projects. The procurement will follow a two-phase source selection process, with Phase I proposals due by July 29, 2024, and Phase II proposals due by December 2, 2024. Evaluation criteria will include assessments of national security, mission assurance, business proposal, in-kind consideration, and technical project design, with offerors rated on a scale from Exceptional to Poor.
The solicitation contains no specific set-aside designation and is currently open to all qualified developers. The site is currently leased to Anne Arundel County through 2038, and the Navy will work closely with the county on proposed actions. While no specific award value is mentioned, the Navy anticipates executing a lease with selected developer(s) for a term of up to 37 years, with compensation to be received through in-kind consideration and/or cash payment. The place of performance is Washington, DC 20374, with the actual project site located approximately 15 miles from the United States Naval Academy. The Navy's objectives include contributing to a net-zero Naval Academy, entering a long-term lease with responsible lessees, successfully integrating development with cultural and environmental requirements, and complying with NEPA and Environmental Condition of Property Report guidelines.
