About this opportunity
The Department of Energy is seeking proposals through Request for Proposal No. DE-ORR-0037830 for the design, financing, permitting, development, construction, installation, ownership, maintenance, operation, and decommissioning of artificial intelligence data center and/or energy generation infrastructure on federally owned land at the Oak Ridge Reservation in Tennessee. Eligible offerors include private sector companies, data center operators, energy infrastructure developers, and consortia, provided they are not foreign entities. The RFP requires proposals to address project description, project plan, return to government, organizational structure and experience, and financial capability, with evaluation prioritizing return to government and financial capability as top-tier factors. Proposals must not exceed 10 pages per section and should demonstrate ability to develop secure and scalable AI infrastructure, alignment with DOE mission priorities, domestic technology development, and compliance with environmental and historical preservation regulations. The deadline for submitting questions was November 11, 2025, and proposals were due by 4:00 pm EST on December 1, 2025. It should be noted that DOE temporarily paused all current AI and Energy land use solicitations pending a department review.
This solicitation involves no set-aside designations and carries no identified incumbent contractors. The RFP encompasses approximately 245 acres across two sites: Site Area A (95 acres) designated exclusively for an AI data center with unrestricted future land use, and Site Area B (150 acres) available for AI data center and/or energy generation infrastructure with some historical preservation restrictions. The proposed lease agreement term is anticipated to be 20–30 years with renewal options, though specific award values or budget ranges were not disclosed in the solicitation materials. Key numerical details include the acreage available and the establishment of a 10-year power demand ramp-up schedule for energy considerations. The place of performance is Oak Ridge, Tennessee (37830), where the facilities will be located on or near the Oak Ridge National Laboratory site and the East Tennessee Technology Park.
