About this opportunity
The Department of Health and Human Services' Biomedical Advanced Research & Development Authority (BARDA) is seeking FDA-approved autograft sparing devices that can reduce the amount of donor skin required for treating full-thickness thermal burn wounds and skin defects in both adult and pediatric populations. This competitive procurement aims to establish a vendor-managed inventory system capable of rapidly deploying medical devices to burn and trauma centers within 24 hours of notification to improve national preparedness for mass casualty incidents. The solicitation is conducted under FAR Part 12 for commercial items and falls under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) with a small business size standard of 800 employees. Awards will be made to offerors whose proposals successfully address all identified requirements and demonstrate fair and reasonable pricing. The cutoff date for questions is June 16, 2025 at 2:00 PM ET, with all proposals due by July 7, 2025 at 2:00 PM ET via email submission to the designated contracting officers.
This procurement has no set-aside restrictions and is open to full and open competition, with no incumbents or current contractors identified in the solicitation documents. The contract structure is a 10-year firm-fixed price agreement with a base period from September 30, 2025 to September 29, 2035, organized around five Contract Line Item Numbers covering initial procurement, vendor managed inventory maintenance, emergency deployment, additional procurement, and related deployment capabilities. The procurement includes a maximum of 3,000 device units, with initial procurement of up to 1,000 units and potential additional procurement of up to 2,000 units. While specific award values are not disclosed, contractors must submit detailed cost proposals using the provided Excel template that breaks down costs across multiple categories including labor, materials, travel, and equipment. The place of performance is Washington, DC, and the contract aims to support national emergency preparedness through strategic medical device stockpiling and rapid deployment capabilities.
