About this file

This document contains questions and responses for the BARDA Request for Proposal (RFP) Solicitation # 75A50125R00003 for Autograft Sparing Devices. The Q&A addresses two key points: (1) Unique Entity Identification (UEI) numbers, which are 12-character alpha-numeric codes used in SAM.gov to identify entities doing business with the U.S. federal government, and (2) Small Business Subcontracting Plan requirements. The responses clarify that the UEI number remains consistent across contracts, and a subcontracting plan is not required for validated small businesses registered in SAM.gov and the Small Business Administration for NAICS code 33913, which the government will verify prior to award.

Received questions and responses for BARDA Request for Proposal Solicitation #

75A50125R00003 – “Autograft Sparing Devices”)

Question: 1) Will the Unique Entity Identification (UEI) number be the same for our organization as with other contracts?

Response: Yes, the Unique Entity Identifier (UEI), used by the System for Award Management

(SAM.gov). This identifier is a 12-character, alpha-numeric code that uniquely identifies entities doing business with the U.S. federal government. It replaced the DUNS number as the primary identifier for federal awards.

Question: 2) Under the “Business Proposal” section, there is a section describing the need for a

“Small Business Subcontracting Plan” – which is not required if a small business. What is the evaluation criteria to qualify as a “small business”? Also, if we do not plan to use any subcontractors, do we still need to have a Small Business Subcontracting Plan?

Response: A subcontracting plan is not required for a validated small business. A small business must be verifiable through SAM.gov and the Small Business Administration registrations for this

NAICS code 33913. The Government shall validate these systems prior to an award.
