About this opportunity

The Department of the Air Force Air Mobility Command's 43rd Air Mobility Operations Group seeks construction services to upgrade recreational facilities at Pope Field, North Carolina, through RFP #FA445225R0041. The procurement involves converting an existing basketball court (294CT) into two regulation pickleball courts, including surface replacement, new court markings, installation of LED lighting and chain link fencing, plus improvements to an adjacent volleyball sandpit with new posts, nets, and boundary markers. Contractors must provide all labor, materials, and equipment while complying with federal safety standards, Davis-Bacon wage requirements, and military installation protocols. The government will evaluate proposals using a best value trade-off approach, with technical factors weighted more heavily than price, rating technical approaches as Superior, Acceptable, or Unacceptable based on methodology, schedule, and alternatives proposed. Key dates include the September 10 site visit, September 16 deadline for questions, and the final proposal submission deadline of September 24, 2025, at 4:00 PM Central Time.

This opportunity is designated as a Total Small Business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction), with an estimated contract value between $25,000 and $100,000. No incumbent contractors are mentioned in the solicitation documents, indicating this may be a new requirement or open competition. The selected contractor must complete all work within 60 calendar days of receiving notice to proceed, working between 7:30 AM and 4:00 PM, Monday through Friday. Performance will occur at Fort Bragg (Pope Field), North Carolina, with work restricted to the SrA Ashton L.M. Goodman Airman's Center area. The contract will be awarded as a single firm-fixed-price agreement, with the contractor required to provide a one-year warranty on all materials and workmanship, and all personnel must be U.S. citizens or possess appropriate security approvals.
