About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify potential sources for a mobile communications kit for the 17th Electronic Warfare Squadron at Robins Air Force Base. The project requires developing a hand-carried electronic kit capable of supporting Electronic Military Support Operations (EMSO) assessments with NIPR and SIPR connectivity for a 6-person team. Primary objectives include creating a scalable communications solution that can receive, transmit, and analyze classified data during combat operations and Large Force Exercises, with eventual expansion to TS/SCI and Special Access Program (SAP) capabilities. The market research is seeking contractors who can demonstrate expertise in developing secure, portable communications systems that align with the Agile Combat Employment (ACE) Concept. Interested parties are required to complete the attached Contractor Capability Survey and submit responses via email by March 28, 2025, with no specific set-aside designation noted for this opportunity.
The pre-solicitation notice does not specify a precise award value or budget range for the project, but indicates the communications kit will be developed in five sequential phases over approximately 12 months. The initial phase will focus on creating a reduced communications kit, with subsequent phases expanding to robust communications, TS/SCI standalone capabilities, system testing, and final inspection. The project requires developing 3x NIPR and 3x SIPR kits that can operate as a standalone system with minimal host infrastructure support. While no incumbent contractors are mentioned, the project falls under the NAICS category 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a Product Service Code of 5820 for radio and television communication equipment. The government emphasizes this is a market research request and not a formal solicitation, and responses will be treated as informational rather than competitive proposals.
