About this opportunity

The Defense Logistics Agency Aviation is conducting market research to identify potential manufacturers for a C-5 Crew Ladder Actuator, an actuating linear cylinder assembly used on the C-5 aircraft's crew entry door ladder. This pre-solicitation notice represents an opportunity for interested parties to demonstrate their capability to manufacture this component, which is identified by National Stock Number 1650010751690UC and part number 894244-02. The government currently intends to award a sole source contract under FAR 6.302-1 (Only One Responsible Source) due to impediments to competition, as the original equipment manufacturer, Sargent Aerospace & Defense, LLC, maintains proprietary configuration control through part number and software version specifications, and the government does not possess the necessary technical data, drawings, or schematics to support alternative sources. Any interested manufacturers must submit their capability statement and interest notification to Kaleb Medders (kaleb.medders@us.af.mil) and/or Jerry Latimer (jerry.latimer@us.af.mil) no later than December 30, 2025. This pre-solicitation notice was posted on December 15, 2025, providing a 15-day window for potential competitors to express interest before the government proceeds with its sole source procurement strategy.

This procurement carries no set-aside designation and is not restricted to any particular business category. Sargent Aerospace & Defense, LLC (CAGE Code 78062), is the identified incumbent and original equipment manufacturer for this component, making them the presumed sole source contractor due to their exclusive possession of the required technical data and manufacturing expertise for the C-5 ladder actuator. The notice does not specify a contract value or budget range for this requirement, nor does it provide details on the quantity of units to be procured or any performance timeline for delivery. The procurement falls under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC Code 1650 (Aircraft Hydraulic, Vacuum, and De-Icing System Components), with the contracting activity being DLA Aviation Procurement Operations at Warner Robins (SPRWA1) located at Robins Air Force Base, Georgia.
