About this opportunity
The Defense Logistics Agency Aviation is conducting market research to identify potential manufacturers capable of producing Regulated Transformer Rectifier Units (RTRU) 400 AMP for the C-5 aircraft program. The RTRU converts 115 Volts AC, 400 Hz, 3-phase input power to regulated +28 Volts DC output with 275A/400A maximum capacity, supporting critical avionics systems. The original equipment manufacturer GE Aviation Systems, LLC holds all necessary technical data and expertise, as the government does not own any releasable drawings, schematics, or technical documentation for this component. The contracting office intends to award a sole source contract under FAR 6.302-1 provisions, citing only one responsible source available. Interested manufacturers must respond by August 29, 2025, via email to the designated contracting officers to demonstrate their capabilities and interest in competing for this requirement.
This procurement does not include any set-aside designations and is open to full and open competition despite the government's stated intent to sole source to the incumbent. GE Aviation Systems, LLC (CAGE: 19623) currently serves as the original equipment manufacturer and is positioned as the preferred contractor due to their proprietary technical knowledge and data rights. Each C-5 aircraft requires two RTRU units, indicating a multi-unit procurement requirement for the fleet. The specific part number being procured is 716340-1 with NSN 6120-01-524-9044, falling under the NAICS code 335311 for Power, Distribution, and Specialty Transformer Manufacturing. No contract values, quantities, or delivery timelines were disclosed in this preliminary market research notice, which serves purely as an informational announcement rather than a formal solicitation.
