About this opportunity
The United States Marine Corps, through Marine Corps Systems Command (MARCORSYSCOM), Program Manager Training Systems (PM TRASYS), is issuing a Request for Information (RFI) for market research purposes to identify contractor capability to provide turn-key Role Player Infantry Immersion Trainer (IIT), Home Station Training (HST), and Subject Matter Expert (SME) services. The procurement encompasses recruitment, vetting, training, and management of role player personnel; battlefield effects support including pyrotechnics, smoke, simulated munitions, and audio/visual simulators; qualified and certified special effects personnel; SME support with expertise in Marine Corps doctrine and tactics; and data collection and reporting services. Critical requirements include that any AK-47 weapon system proposed must possess current and valid safety certification from the Weapons System Explosives Safety Review Board (WSESRB). Potential training locations span Camp Pendleton, Camp Lejeune, Marine Corps Training Area Bellows in Hawaii, and home station training areas across multiple states. Interested contractors must submit a capabilities statement package of no more than 10 pages, single-spaced in Times New Roman 12-point font minimum as a searchable Adobe PDF, including company information, business profile, relevant experience from the past five years, technical skills, and demonstrated experience in role player training services. Responses must be submitted to Contracts Specialist Lee Hweon at hweon.h.lee.civ@usmc.mil and courtesy copied to Contracting Officer Anthony Genao at anthony.genao@usmc.mil no later than 12:00 PM ET on April 15, 2026, referencing RFI# M67854-26-R-8008.
This opportunity is designated as an 8(a) Sole Source set-aside with no incumbent contractor or award value information disclosed in the RFI. The anticipated follow-on contract is structured as a Firm-Fixed-Price agreement for a 60-month period of performance, subject to annual fund appropriations, indicating a substantial multi-year engagement. The Draft Performance Work Statement specifies core staffing requirements including a Contract Project Manager, three On-site Project Managers, three RP Managers, two Assistant RP Managers, a Logistics Manager, Program Administrator, and QC/Safety Manager, along with supporting personnel such as makeup artists, battlefield effects supervisors, weapons handlers, and mission managers. The contractor must achieve at least 95% annual compliance on exercise execution quality and role player quantity accuracy and must maintain a Quality Control Program while participating in multiple planning conferences throughout the contract period. The government will not award any contract from this RFI, will not reimburse response costs, and has indicated this RFI is for market research purposes only and not a binding solicitation.
