About this opportunity
Naval Supply Systems Command is issuing a sources-sought notice for enrollment and strategic outreach services in support of the United States Naval Academy Admissions Department, with responses due July 1, 2026. This is a Request for Information for planning purposes only; no contract will be awarded from this notice.
The procurement will be conducted as a single commercial firm fixed-price contract with a base period of 12 months beginning September 30, 2025, and three one-year option periods extending through September 29, 2030. Place of performance is the Office of Admissions at the U.S. Naval Academy in Annapolis, Maryland. The NAICS code is 541890 (Other Services Related to Advertising) with a small business size standard of $19.0 million.
The contractor will establish a nationwide student discovery and engagement platform with validated registry access spanning public, private, and home-school sectors; deploy data-driven filtering based on academic indicators, athletic backgrounds, and leadership potential; implement multi-channel communications to secondary school guidance counselors and athletic directors; develop virtual tour experiences with interactive multimedia and engagement analytics; and create an advanced enrollment migration model with self-service analytics portal. The contractor must maintain strict data security with zero outbound transmission of government data, using one-way Secure File Transfer Protocol delivery of prospect records.
The contract structure separates funding into a firm-fixed-price CLIN for core strategy, analytics, and platform access, and a cost-reimbursable CLIN for variable outreach costs with mandatory third-party receipt verification. Unspent variable-cost funds revert to the government. Responses should be submitted electronically to Cody Witz at cody.s.witz.civ@us.navy.mil by 10:00 AM EST on July 1, 2026, and must include CAGE Code, D&B Number, business size classification, and any applicable GSA or SeaPort-e contract vehicle numbers.
