About this opportunity
The United States Space Force (USSF) Assured Access to Space (AATS) team issued this Request for Information (RFI) as market research to gather industry feedback on commercial Payload Processing Facility (PPF) support services. Published by the Department of the Air Force Space and Missile Systems Center on November 21, 2025, this Special Notice seeks vendor input to inform the acquisition strategy for an Enterprise Payload Processing Management (EPPM) initiative. The RFI is explicitly identified as information-gathering only and does not constitute a binding commitment or promise to award a contract. Responses will not be accepted as formal offers and cannot form the basis of a contract. The government will not reimburse respondents for any costs incurred in preparing their submissions. All proprietary information will be protected and limited to Department of Defense and authorized government agency personnel.
The USSF seeks to centralize and more efficiently manage Space Vehicle (SV) processing operations across the Eastern and Western Launch Ranges and other U.S. launch bases through the EPPM effort, with a planned contract award anticipated in Calendar Year 2026. Respondents must submit a maximum 25-page response in Microsoft Word or Adobe format by 5:00 PM Pacific Time on December 19, 2025. The NAICS code 336414 (Guided Missile and Space Vehicle Manufacturing) applies with a size standard of 1,300 employees, encouraging small business participation. Vendors should provide detailed information on facility specifications, current and projected PPF capabilities, services offered, compatibility with launch service providers, capacity utilization, and recommendations for standardizing and structuring PPF services. The government plans to conduct individual discussions with respondents in January 2026 to further explore their capabilities and insights.
