About this opportunity

The United States Coast Guard issued a Request for Information and Sources Sought notice on June 12, 2026, with responses due June 26, 2026, to support market research for a full repower of a 36-foot Arctic Landing Craft at its Industrial Production Facility in Ketchikan, Alaska. The Government does not intend to award a contract based on RFI responses and will not compensate respondents; however, it anticipates issuing a Request for Quote within 30 days of this posting.

The requirement encompasses procurement and delivery of twin Volvo Penta D4 main propulsion diesel engines (270 horsepower each), DPI transmissions (1.85:1 ratio), Electronic Vessel Control kits, and all associated wiring, cooling, and mounting hardware to form a complete, compatible propulsion system. All parts must be new condition items sourced from the Original Equipment Manufacturer or an authorized distributor, with delivery required by September 1, 2026.

The Coast Guard seeks vendor feedback on the attached draft Statement of Work to refine requirements, confirm availability and lead times for specified commercial items, identify barriers to competition, and assess authorized OEM vendor capabilities in the current marketplace. Responding to this RFI is optional and does not preclude participation in any subsequent competitive solicitation.

NAICS 333618 (Other Engine Equipment Manufacturing); PSC 2815 (Diesel Engines and Components).

Notice text

1. INTRODUCTION / DISCLAIMER

This is a Request for Information (RFI) and Sources Sought notice conducted in accordance with FAR 15.101. This notice is issued solely for information, market research, and planning purposes.

In accordance with FAR 15.101(c)(3):

  • The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested; and

  • Responses will be treated as information only and not as a proposal.

While this RFI does not commit the Government to contract for any supply or service whatsoever, the Government currently anticipates issuing a request for quote for this requirement within 30 days of this posting. Not responding to this RFI does not preclude participation in any future competitive solicitation.

2. BACKGROUND

The United States Coast Guard (USCG) is conducting market research to support a full repower of a 36’ Arctic Landing Craft at the USCG Industrial Production Facility (IPF) in Ketchikan, AK.

The anticipated requirement includes the procurement and delivery of twin Volvo Penta D4 main propulsion diesel engines (270 HP), DPI transmissions (Ratio 1.85:1), Electronic Vessel Control (EVC) kits, and all associated wiring, cooling, and mounting hardware necessary to form a complete and compatible propulsion system. The Government requires all parts to be in new condition, sourced from the Original Equipment Manufacturer (OEM) or an authorized distributor, with delivery to Ketchikan, AK, by September 1, 2026.

3. OBJECTIVE

The objective of this RFI is to gather industry feedback on the attached draft Statement of Work (SOW) ahead of the anticipated solicitation. The Government seeks to refine its requirements, understand the availability and lead times of the specified commercial items, identify potential barriers to competition, and assess the capabilities of authorized OEM vendors in the current marketplace.

4. REQUESTED INFORMATION

Interested parties are requested to review the attached draft SOW and provide feedback by addressing the following questions:

  1. Clarity and Accuracy: Are the requirements, part numbers, and specifications outlined in the SOW clear and accurate? Are there any known discrepancies or obsolete parts listed in Section 5 of the draft SOW?

  2. System Completeness: The SOW requires the Contractor to identify and provide any ancillary parts or hardware not explicitly listed but required by the OEM for proper installation and operation. Does this requirement pose any bidding or pricing challenges?

  3. Delivery and Lead Times: The required delivery date is September 1, 2026, to Ketchikan, AK. Based on current supply chain conditions for the specified Volvo Penta D4 engines and associated DPI outdrives, is this schedule realistic? If not, what is a standard estimated lead time?

  4. Authorized Distributorship: Are you currently an authorized OEM (Volvo Penta) distributor or dealer capable of supplying these items with full manufacturer warranties?

  5. Business Size and Socioeconomic Status: Please provide your company's socioeconomic status (e.g., Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone, Women-Owned Small Business) under the anticipated North American Industry Classification System (NAICS) code for this procurement.

  6. Additional Feedback: Please provide any additional recommendations or concerns regarding the technical requirements, freight expectations to Alaska, or part condition stipulations ("The Government requires all parts to be in new condition, sourced from the Original Equipment Manufacturer (OEM) or an authorized distributor...".)

5. SUBMISSION INSTRUCTIONS

Interested vendors are invited to submit their responses addressing the requested information above.

  • Format: Submissions should be in PDF or Microsoft Word format and should not exceed five (5) pages.

  • Deadline: Responses must be received no later than 0800 AKST on 26Jun2026.

  • Submission Method: Please submit all responses electronically via email to Benjamin.R.Reedy@uscg.mil with the subject line: "RFI Response: Arctic Landing Craft Repower - [Company Name]".
