About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify contractors capable of repairing C-5 Aft Cargo Center Doors (left and right sides). The procurement involves repair and overhaul of two high-complexity aircraft structural components with National Stock Numbers (NSNs) 1560012966316 (Left Side) and 1560012979975 (Right Side). Key contract requirements include performing detailed teardown and inspection per Technical Order 1C-5M-3, creating 3D "as-designed" and "as-manufactured" models via laser scan technology, developing simplified overhaul manuals for government approval, and conducting First Unit Repair Verification (FURV) with CAD comparison analysis constraining aircraft mounting points and reporting deviations exceeding 0.1 inches. Contractors must demonstrate facility capabilities, past repair experience, quality assurance processes including AS9100 certification, technical data generation expertise, and classified material handling capabilities. The Request for Information (RFI) closing date is March 6, 2026, at 5:00 PM EST, with responses to the Contractor Capability Survey to be submitted via email to the Procuring Contracting Officer and Rebecca Lopez at rebecca.lopez.4@us.af.mil.
This procurement carries no set-aside designation and is open to full and open competition, as both doors are classified with RMSC G designation indicating complete government ownership of technical data with no restrictions. The identified existing source is ES3, Inc., though the government intends to conduct competitive evaluation despite the RMC/RMSC classifications that would normally support sole-source justification. This is a one-time repair contract with no additional quantities expected for at least two years, involving repair of one left-side door and one right-side door only. The government will provide all materials, support equipment, and technical data; contractors must furnish labor, facility maintenance, and equipment calibration services. No specific award value or budget range is disclosed in this RFI phase, as this is market research to identify capable sources prior to formal solicitation, and participation in this research does not guarantee participation in future competitive solicitations.
