About this file

This is a Statement of Objectives (SOO) for the overhaul of an MC Aft Center Cargo Door, LHS (Left Hand Side), part number 4F69010-101A, Federal Stock Class 1560, NIIN 01-296-6316. The item is classified as HIGH complexity and must be delivered to government supply fully overhauled.

Part A establishes teardown and inspection requirements, including preparation of a Teardown and Inspection Report per CDRL A005. The supplier must positively identify the part number via data plate photo documentation, identify any missing or extraneous parts, determine proposed repairs per Technical Order 1C-5M-3 or by replacement, and categorize all defects with repair scenarios. Critical inspection tasks include detailed visual inspection of the cargo door per T.O. 1C-5M-3, with particular attention to machined fittings for cracks and corrosion while avoiding removal of these fittings to the maximum extent possible. Honeycomb skin panels on the outer mold line are excluded from inspection as 100% replacement parts. All discrepancies must be recorded and marked with red marker. The supplier must manufacture a new shipping container if the received container is unsuitable and install IUID marking if not present.

Part B requires the supplier to develop technical documentation absent from government records, including creation of a 3D "as-designed" model per CDRL A007 and a simplified overhaul manual per CDRL A006, both requiring government engineering approval. The supplier must add one-quarter inch trim on all exterior/perimeter skins/edges where the component fits to aircraft structure, except the inboard-most edge where the LHS and RHS doors meet, which shall remain potted with no close-out. Technical references include T.O. 1C-5M-23 (Corrosion Control), T.O. 1C-5M-36 (Nondestructive Inspection), T.O. 1C-5M-4-1 (Structural IPB), T.O. 33B-1-2, T.O. 1C-5M-3 (Structural Repair), and T.O. 1C-5M-6W-8 (PDM Inspection). Any repairs outside Technical Order limits must be submitted to AFLCMC/WLSEBA via AFMC Form 202 for engineering disposition.

Part C specifies First Unit Repair Verification (FURV) requirements, including documentation of all repairs and special authorizations, material certifications for new materials, process certifications for technicians, supplier quality inspection reports confirming completeness per drawing, and photo documentation of overhaul and IUID data plates. The supplier must create an "as-manufactured" 3D model via laser scan technology per CDRL A007 and conduct CAD compare analysis overlaying the as-designed model on the as-manufactured model with aircraft mounting points constrained. Best-fit comparison methods are explicitly prohibited. Any deviations exceeding 0.1 inches must be reported separately via AFMC Form 202 prior to FURV acceptance. All documents must be submitted as a FURV Test Report per CDRL A008.

Statement of Objectives MC Aft Center Cargo Door, LHS

This SOO pertains to the following item to be delivered back to government supply fully overhauled:

FSC NIIN PART NUMBER MMAC NOUN NOUN COMMENT COMPLEXITY

1560 01-296-6316 4F69010-101A UC DOOR MC Aft Center Cargo Door, LHS

HIGH

Any defects found to be outside of repairable limits defined by the Technical Orders listed by this document shall be reported to the C-5 System Program Office (SPO) Engineering Division AFLCMC/WLSEBA via AFMC Form 202 for engineering disposition.

Part A: Teardown and Inspection

1) Prepare a Teardown and Inspection Report per CDRL A005.

2) Inspect per Lockheed Drawing 4F69010 and all applicable sub-assembly drawings.

3) Inspect per these additional general guidelines and include results in Teardown and Inspection Report:

a. Positively identify part number of provided carcass, -102B IAW drawing 4F69010 by photo documenting data plate and include photo in Teardown and Inspection Report. If item is not a - 101A, notify AFLCMC/WLSEBA via AFMC Form 202.

NOTE: Shipping paperwork, crate markings and inventory tags could be in error, and the data plate is the authoritative source for part number identification. Consult the System Program Office (SPO) Engineering division if authenticity is questioned. Also, due to design improvements over the years, it is possible the government may provide a carcass of similar, but different NSN and part number that the government requires to be returned to supply, in which case the supplier would induct the received NSN/part number and output the government required NSN/part number, 4F69010-101A.

b. List any missing parts. See drawing 4F69010 for required parts for -101A.

c. List any parts which were delivered with the carcass but are not part of the subject part number to be delivered back to the government supply fully overhauled.

d. Determine proposed repairs / methods:

i. Repair per 1C-5M-3

ii. Repair by replacing

iii. For damage scenarios found to be outside the limits or not adequately addressed through existing technical orders, contact AFLCMC/WLSEBA via Form 202 for additional guidance.

e. List defects and repair scenario by categories such as the following:

i. Visual inspection:

1. Do NOT inspect any honeycomb skin panels on the outer mold line. These are all 100% replacement parts.

2. Visually inspect for the presence of any existing temporary or any repairs outside of T.O. limits. Repairs found to be outside of T.O. limits shall be submitted to AFLCMC/WLSEBA via AFMC Form 202 for engineering disposition.

3. Perform a detailed visual inspection (DVI) of the Center Aft Cargo Door, IAW T.O. 1C- 5M-3. Pay particular attention for oversized or elongated fasteners holes, loose, missing, or damaged fasteners or nut-plates, cracks, wear, corrosion, worn bearings, worn or chafed regions, deformation, missing or peeling finish, or other damage. Do NOT inspect honeycomb panels

4. In particular, perform a detailed visual inspection (DVI) of all machined fittings for cracks and/or excessive corrosion IAW 1C-5M-3. **IMPORTANT** To the maximum extent possible, avoid removal of any machined fittings.

5. Evaluate and repair corrosion damage and corrosion prevention measures including all plating requirements in accordance with Lockheed drawing 4F69010 and T.O. 1C- 5M-23.

6. Record all discrepancies on the discrepancy log sheet.

7. Mark all discrepancies on the part using a red marker.

NOTE: Shipping paperwork, crate markings and inventory tags could be in error. Consult the System Program Office (SPO) Engineering division if authenticity is questioned. Also, due to design improvements over the years, it is possible the government may provide a carcass of similar, but different NSN and part number that the government requires to be returned to supply, in which case the supplier would induct the received NSN / part number and output the government required NSN / part number, 4F69010-101A.

a) When shipping container received is unsuitable for return shipment, you will manufacture a new shipping container (ref: PWS, section 4.3.10.4).

b) If IUID marking is not present, you will manufacture and install (ref: PWS section 4.3.11)

Part B: Technical References for Overhaul

1) The government lacks any 3D models for this item, so you are hereby directed to create and submit a 3D “as-designed” model of AFT CENTER DOOR, MC MODEL, p/n 4F69010-101A for government engineering approval via. CDRL A007, 3D Inspection Model in Spares Configuration for CAD Compare (ref: PWS section 4.2.8.3.1).

2) The government lacks an overhaul manual for this item and you are hereby instructed to develop and present a simplified overhaul manual to government engineering for approval per CDRL A006 (ref: PWS section 4.2.8.2.2).

3) Lockheed drawing 4F69010-101A (and other sub-tier drawings) are to be used.

4) Provide per Lockheed drawing 4F69010 except add one quarter inch (0.25”) of trim on all exterior/perimeter skins/edges where component fits to aircraft structure, with the exception of the inboard-most (BL 0) edge where the LHS Aft Center Cargo door meets the RHS Aft Center Cargo door. This edge shall remain a potted edge with no close-out/trim.

NOTE: The addition of the quarter inch trim requirement will have impact to the Legacy Special Packaging Instruction (SPI). At the time of drafting of this SOO an approved, redesigned SPI is not available. At which time the SPI does become available, a copy will be provided. If not received prior to time of need, submit AFMC Form 202 for guidance.

5) Appropriate section of numerous T.O.s are to be referenced, such as (but not limited to) the following:

a. T.O. 1C-5M-23, System Peculiar Corrosion Control Manual

2) Material analysis via. vendor certifications for all new materials used.

3) Process certifications as required for various processes and technicians who accomplish those processes.

4) Supplier Quality inspection report which indicates (among other things) item is complete per reference drawing.

5) Photo documentation of all data plates to verify:

a. Overhaul data plate installed in correct location with correct legible human-readable information as follows: 1) part number, 2) serial number, 3) overhaul date, 4) overhaul facility, and 5) other information as may be required

b. IUID data plate installed in correct location with area correct machine-readable information as required by the drawing (see Technical Reference, above), or an approved Engineering Order (EO) to the drawing.

6) Create an “as-manufactured” 3D model of finished component via laser scan technology per CDRL A007, 3D Inspection Model in Spares Configuration for CAD Compare (ref: PWS section 4.2.8.3.1), and conduct

CAD compare analysis whereby the as-designed model is overlaid on the as-manufactured model to detect and measure differences. NOTE*** The CAD comparison must constrain the aircraft mounting points of the finished door to the aircraft mounting points of the model. Under no circumstances will a “best fit comparison” (or any similar least squares regression-based optimization) comparison be considered an acceptable submission. Submit the CAD compare report as evidence that the lofted contour is correct (ref: PWS section 4.2.8.4). Any deviations exceeding 0.1 inches must be reported separately to AFLCMC/WLSEBA via an AFMC Form 202 for further analysis prior to acceptance of the FURV Test Report. Submit above-described documents, certifications, and results as a FURV Test Report per CDRL A008 (ref: DI-QCIC 81891/T and PWS section 4.2.8.3 and 4.2.8.5).
