About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) Intelligence, Surveillance and Reconnaissance & Special Operations Forces Directorate is conducting market research through this Request for Information to identify range facilities capable of supporting Future Flag Operational Testing for the Tactical Air Control Party-Modernization (TACP-M) Program. The procurement seeks range facilities that can test, validate, and integrate current and future communications systems with Command, Control, Communications, Computers, & Intelligence (C4I) equipment, ensuring interoperability with the Department of the Air Force's Battle Network, Agile Combat Employment Communication Packages, and joint All Domain Command and Control capabilities. Key requirements include at least 10 acres of secure grounds, 14,000 additional operational acres, wireless/wired connectivity, underground emission testing facilities, electronic warfare infrastructure, drone capabilities, and environments capable of simulating complex military communication scenarios. The range facilities must enable testing of survivable C2 capabilities, electromagnetic spectrum awareness, ground-based jamming, High Capacity Beyond Line of Sight communications, advanced software defined waveforms, tactical network infrastructure, and Small Unmanned Aircraft Systems for force protection and network extension. Interested parties must submit detailed 10-page responses by 5:00 PM Eastern time on July 14, 2025, including company information, capabilities, product specifications, and rough cost estimates.
This opportunity does not utilize any set-aside designations and encourages broad industry participation from both U.S. and non-U.S. firms, with particular interest in small businesses, veteran-owned businesses, and other designated small business categories. No current contractors or incumbents are specifically identified in the documentation. The RFI does not specify award values or budget ranges, as this is market research intended to help the Air Force develop its acquisition strategy for advanced communication system testing capabilities. The substantial physical requirements include a minimum of 14,010 total acres (combining secure grounds and operational areas), indicating the large-scale nature of the testing environment needed. The responses will inform the government's understanding of available market capabilities and pricing structures for this specialized testing infrastructure. The opportunity falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, reflecting the communications technology focus of the requirement.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible range facilities and support for Multi-Domain Operations for the Tactical Air Control Party-Modernization Program Office (TACP-M) to test, validate, and integrate current and future GOTS/COTS systems for communications with existing Command, Control, Communications, Computers, & Intelligence (C4I) equipment interoperable with planned C4I equipment tying into the Department of the Air Force's Battle Network, Agile Combat Employment's Communication Packages, the joint force's All Domain Command and Control (JADC2) capabilities/networks, and joint Digitally Aided Close Air Support (DACAS) standards. The range facilities will enable TACP-M to test, integrate, and validate whether TACP-M systems provide survivable and effective C2 capabilities, sensing (passive and active) enemy activity within the electromagnetic environment to deliver non-kinetic effects through ground-based jamming Electro-Magnetic Spectrum (EMS) awareness, High Capacity Beyond Line of Sight (BLOS) Baseband Backhaul and other communications support equipment, advanced software defined waveforms (Low Probability of Intercept/Low Probability of Detection (LPI/LPD)); tactical network infrastructure and architecture to move data across elements & echelons and Small Unmanned Aircraft System (sUAS) for force protection and network extension.
