About this file

This document is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) for identifying range facilities to support Future Flag Operational Testing for the Tactical Air Control Party-Modernization (TACP-M) Program. The RFI seeks range facilities capable of testing multi-domain operational communications systems, with specific requirements including at least 10 acres of secure grounds, 14,000 additional operational acres, wireless/wired connectivity, underground emission testing facilities, electronic warfare infrastructure, drone capabilities, and environments that can simulate complex military communication scenarios.

Interested parties are invited to submit detailed 10-page responses by 5:00 PM Eastern time on July 14, 2025, to specified Air Force contacts. Respondents must provide company information, capabilities, potential product specifications, rough cost estimates, and details about their technological offerings. The RFI encourages broad industry participation, including U.S. and non-U.S. firms, with particular interest in small businesses, veteran-owned businesses, and other designated small business categories. This market research will help the Air Force develop its acquisition strategy for advanced communication system testing capabilities.

SUBJECT: Request for Information (RFI), Range in support of Future Flag Operational Testing for TACP-M

Family of Systems.

1. NOTICE

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special

Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible range facilities and support for Multi-Domain Operations for the Tactical Air Control Party-

Modernization Program Office (TACP-M) to test, validate, and integrate current and future

GOTS/COTS systems for communications with existing Command, Control, Communications, Computers, & Intelligence (C4I) equipment interoperable with planned C4I equipment tying into the

Department of the Air Force's Battle Network, Agile Combat Employment's Communication Packages, the joint force's All Domain Command and Control (JADC2) capabilities/networks, and joint Digitally

Aided Close Air Support (DACAS) standards. The range facilities will enable TACP-M to test, integrate, and validate whether TACP-M systems provide survivable and effective C2 capabilities, sensing (passive and active) enemy activity within the electromagnetic environment to deliver non-kinetic effects through ground-based jamming Electro-Magnetic Spectrum (EMS) awareness, High

Capacity Beyond Line of Sight (BLOS) Baseband Backhaul and other communications support equipment, advanced software defined waveforms (Low Probability of Intercept/Low Probability of

Detection (LPI/LPD)); tactical network infrastructure and architecture to move data across elements & echelons and Small Unmanned Aircraft System (sUAS) for force protection and network extension.

3. CAPABILITY GAP

TACP-M does not currently have a supported range facility that enables TACP-M to test, integrate, and validate TACP-M systems for Multi-Domain Operations that include survivable and effective C2 capabilities, sensing (passive and active) enemy activity within the electromagnetic environment to deliver non-kinetic effects through ground-based jamming Electro-Magnetic Spectrum (EMS) awareness, High Capacity Beyond

Line of Sight (BLOS) Baseband Backhaul and other communications support equipment, advanced software defined waveforms (Low Probability of Intercept/Low Probability of Detection (LPI/LPD)); tactical network infrastructure and architecture to move data across elements & echelons and Small Unmanned Aircraft

System (sUAS) for force protection and network extension.

Range Facility Requirements:

- At least 10 acres of secure grounds that have maintained access control points with integrated field laboratory and an additional 14,000 more acres of available operational space to conduct operations

- Wireless and Wired connectivity (I.E Internet) throughout facility (internal/external)

- Range Facility staff has capability to collect MDO data at events, exercises, and limited objective experiments for storage, management, and reporting

- Provide range space for beginner and advanced training for operational design, additive manufacturing support, peripheral development, test support, and validation of operator equipment skills

- Provide secure and discrete facility to enable interaction with the commercial marketplace to test, receive, manage, and deliver COTS, GOTS, IoT, SCADA, and OT goods and services to test, integrate, and validate with TACP-M systems

- Range Facility hosts TACP-M experimentation, test, exercises, and training events as determined by the

TACP-M TPOC

- Range Facility staff provides all facilities, materials, and labor to support the TACP-M experimentation, test, exercises, and training event objectives.

- Range facility enables TACP-M to research best in class COTS/GOTS hardware, software, radios, amplifiers, antenna, waveforms, and product form factors in an open market environment.
