About this opportunity

The Department of the Army Materiel Command Contracting Command Orlando Contracting Center has issued a revised Special Notice regarding their previously posted Request for Information (RFI) for the Persistent Cyber Training Environment (PCTE) Cyber Range Development Software Application Project. The original RFI, designated W900KK-25-R-0055, experienced technical difficulties and became inactive in SAM.gov, requiring the government to update the record with revision 1. The government received significant industry interest in the original RFI and is currently evaluating the submitted responses. This notice serves purely as a status update to inform industry participants about the ongoing evaluation process. The Army emphasizes that this is not a solicitation and they are not accepting any further capability statements or inquiries for this RFI.

The original RFI sought vendor insights for developing a cyber range software application that would create realistic, scalable training environments supporting simulated cyberattacks, defensive scenarios, and multi-user collaboration within the existing PCTE infrastructure. The government is specifically looking for out-of-the-box solutions that can be modified for the PCTE architecture, with no current contractor providing these services. While the original RFI had a due date of April 21, 2025, the government has not established a Period of Performance or anticipated contract value, indicating this remains in the market research phase. The evaluation of responses is ongoing with no guaranteed timeline for future action, though the government will post any evolving requirements or additional information needs on SAM.gov. Industry participants are advised to continue monitoring for new postings as the government uses this market research data to strategize their path forward for the PCTE cyber training capabilities.
