About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base has issued a Request for Information (RFI) for the refurbishment of six outdoor static display aircraft models, including a B-1 Lancer, B-2, B-52 Stratofortress, F-15 Eagle, F-16, and F-22. This market research initiative seeks contractors capable of providing comprehensive refurbishment services to restore the cosmetic appearance and protective coatings of these non-flyable fiberglass, foam, composite, or light aluminum replica aircraft currently displayed outside Buildings 553 and 556. Key requirements include contractor experience with outdoor aircraft static display models on a Department of War base, execution of a seven-step refurbishment process (surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and UV protection application), and completion of all work by September 30, 2026. The contractor must provide a minimum one-year warranty against peeling, cracking, or significant fading, and a two-year warranty period covering defects due to poor workmanship or materials. Responses to this RFI are due electronically by 5:00 PM EST on February 17, 2026, and should be directed to Ms. Tracy Ferrise and Ms. Amanda Hoyng at their respective Air Force email addresses, with Amanda Hoyng serving as the primary point of contact.
This RFI represents a pre-solicitation notice with no set-aside designation, and the Government has not disclosed a specific budget or award value for this opportunity. The notice explicitly states that this RFI does not constitute a Request for Quote or Request for Proposal and does not promise a future solicitation; however, not responding does not preclude participation in any resulting RFP. Respondents must submit company information including business size and socio-economic status, NAICS code, existing federal contract vehicles or GSA schedules, CAGE code, company capabilities statement, and a detailed quote. Contractors are expected to identify prior government contract experience with similar services and explain how they would address any capability gaps through teaming or subcontracting arrangements. All response costs are the responsibility of respondents, the Government will not provide feedback on submissions, and all responses become Government property and will not be returned. The Government reserves the right to conduct one-on-one meetings with vendors providing comprehensive responses as part of its market research effort.

1. REQUEST FOR INFORMATION (RFI) ONLY
This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation; the U.S. Government is conducting market research. In addition, the Government is requesting any feedback or comments to the Government’s requirements. This RFI does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue one in the future. Further, the Air Force is not, at this time, seeking proposals, and will not accept unsolicited proposals.
Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
The Government’s explicit intent, in this request for information, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government’s constraint does not in any way relieve contractors from their responsibility to properly mark proprietary data when it is provided, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data. The information provided in this RFI is subject to change and is not binding on the Government.
In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning their submission. All submissions will become the property of the Government and will not be returned. Responding to the RFI is completely voluntary and will not enhance or adversely affect responses to any resulting solicitation if such solicitation is issued at a later date. There is no competitive advantage gained by any of the respondents to this RFI
2. PURPOSE
The Air Force has a need for non-personal services to refurbish six (6) outdoor small-scale static display models (commonly referred to as “plastic” or “replica” aircraft) constructed of fiberglass, foam, composite, or light aluminum for permanent outdoor public display. These are exposed to harsh outdoor conditions, leading to degradation such as fading paint, corrosion, structural weakening, and biofouling. Refurbishment is required to maintain aesthetic integrity, structural safety, and historical accuracy. Please see the attached draft Performance Work Statement (PWS) for the minimum requirements the Government has identified.
3. RESPONSE
The Government appreciates responses from all capable and qualified sources. Responders are requested to describe in clear and concise language their company's capabilities to meet the requirements of this RFI - indicating examples of commercial services and specifications related to this effort. Failure to provide this may result in the government being unable to adequately assess your capabilities. If your company lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities to perform that portion of the requirement (i.e., teaming, subcontracting, clearances, etc…).
Included in your response, please provide the following business information for your company/institution and for any teaming or joint venture partners:
- Company/Institute Name
- Address
- Business size (Large or Small), Socio-Economic Status (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, Woman-Owned Small Business, etc.) and associated NAICS code under which the company conducts business
- Any existing federal contract vehicles and/or schedule that the solution is currently being procured through and its related information that the company has in place that can be used by the federal government for ALL services requested. (i.e., GSA Schedule, etc.),
- Point of Contact (Name(s), phone number(s), email address(es))
- Active CAGE Code
- Company Overview
- Capabilities Statement
- Detailed Quote
Please indicate whether your company has conducted business with any Government entity in the past for the same or similar type service. If so, please indicate with which components and please provide a detailed description of the services that were provided.
The Government reserves the right to hold one-on-one meetings as a result of responses received from this RFI as part of its market research. Meetings may be held with vendors who provide comprehensive responses to the questions posed.
