About this file
This Performance Work Statement describes the United States Air Force's requirement for refurbishment services of six outdoor static display aircraft models at Wright Patterson Air Force Base. The models—a B-1 Lancer, B-2, B-52 Stratofortress, F-15 Eagle, F-16, and F-22—are constructed of fiberglass, foam, composite, or light aluminum and are permanently displayed outside Buildings 553 and 556. The contractor must provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to refurbish the cosmetic appearance and protective coatings of these non-flyable replica aircraft. Work must be completed off-site at the contractor's workspace, with displays requiring removal, transportation, and reinstallation. The contractor shall provide a minimum one-year warranty against peeling, cracking, or significant fading, with a two-year warranty period for defects due to poor workmanship or materials, requiring correction within 30 days of notification.
Key requirements include contractor experience with outdoor aircraft static display models on a Department of War base and execution of seven-step refurbishment processes: surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection. The contractor must conduct an initial condition assessment with high-resolution photography and written report identifying cracking, delamination, fading, chalking, impact damage, and bird nesting; fair components to original contour; and reproduce all national insignia, squadron tail codes, tail numbers, and special markings. Applicable standards include AFI 84-101, Federal Standard 595C, and ASTM G154. Deliverables include before, in-progress, and after digital photos at 25%, 50%, 75%, and 100% completion; a condition assessment and repair log within 30 days of award; and paint and material technical data sheets with VOC compliance documentation within 30 days of project completion. All work must be completed by 30 September 2026. All contractor personnel shall complete base-specific safety, environmental, and security training and comply with local force protection and badging requirements.
