About this opportunity

The Department of the Air Force Pacific Air Forces is seeking installation services to overhaul and expand an existing Protected Distribution System (PDS) at Joint Base Elmendorf-Richardson (JBER) in Alaska. This Request for Information (RFI) aims to determine industry capabilities for a comprehensive fiber optic infrastructure upgrade in Building 9840, spanning from the basement through the third floor. The project requires removing old single-strand fiber and installing new high-density Multi-Fiber Push On (MPO) or Multi-Fiber Push On (MTP) cables, along with associated distribution panels and connectors. All installed equipment must be DoD Approved and Joint Interoperability Tech Command (JTIC) certified, meeting Air Force Systems Security Instruction AFSSI 7703 and National Security Telecommunications and Information Systems Security Instruction NSTISSI No. 7003. Interested contractors are invited to submit responses to Mr. Zachery Pullen via email by 1000 Alaska Standard Time on February 11, 2025, with the government anticipating an official solicitation within 90-180 days.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The project will require contractors to install new PDS conduit/piping, distribution boxes, and perform complete fiber optic cable removal and replacement, with a total project period of performance estimated at 180 days from contract award. While no specific award value is mentioned, the scope suggests a significant infrastructure modernization effort involving complex telecommunications installation. The work will be strategically phased to minimize operational disruptions, with particular attention to minimizing downtime on the first floor of the facility. Contractors will need base access credentials, with the government providing escorts for personnel without Secret clearance. The project falls under the North American Industry Classification System (NAICS) category 238210 for Electrical Contractors and Other Wiring Installation Contractors, and the Product Service Code (PSC) N061 for Installation of Electric Wire and Power Distribution Equipment.
