About this opportunity

The Defense Information Systems Agency is issuing a Request for Information to assess vendor capability to catalog and deliver the full range of DISA Provisionally Authorized cloud service offerings across the Joint Warfighting Cloud Capability Unified Cloud Marketplace, with responses due by September 1, 2026, though early submission by August 10, 2026 is encouraged.

DISA seeks to understand industry's ability to translate high-level mission requirements into orderable cloud solutions spanning three tiers: Tier 1 hyperscalers providing core infrastructure and platform services; Tier 2 Everything-as-a-Service (XaaS), including SaaS, PaaS, and non-hyperscale IaaS; and Tier 3 commercial innovators and small businesses offering emerging, PA-compliant cloud capabilities. The RFI covers over 80 currently authorized CSOs and requires respondents to demonstrate authorized reseller status, availability of Letters of Authorization from underlying providers, and capability to deliver orderable services within CSO boundaries.

Vendors must respond using the provided CSO Matrix and Questionnaire Excel spreadsheet, with mandatory tabs detailing reseller authorization and orderable offerings. Responses should address market capability across the full catalog, ability to translate requirements into validated Bills of Material at no direct cost to the Government, EULA management processes, secure web-based catalog platforms with standardized pricing, and financial reporting interfaces. An optional single-page narrative may accompany submissions.

Responses should be emailed to Dean Cravens (dean.l.cravens.civ@mail.mil) and Jacob Sopiars (jacob.m.sopiars2.civ@mail.mil). A Q&A tracker has been uploaded to the notice attachments, documenting Government confirmation that primes may engage industry partners as procurement agents provided they maintain authorized reseller status and prime contract accountability. This RFI is for information and planning purposes only and does not constitute a commitment to issue a solicitation or award a contract.

***Update***

1. The Government has uploaded an initial Q&A tracker to the attachments section of this notice. This Excel file contains official Government responses to industry questons received to date.

2. While the final response deadline remains September 1, 2026, respondents are highly encourage to submit their responses as soon as they are complete. Early submissions greatly assist the Government in it's ongoing planning efforts.

This Request for Information (RFI) is being issued to assess the breadth of vendor capability to provide the full catalog of DISA PA'd CSOs, and to understand industry's ability to translate high-level mission requirements into orderable solutions. All interested parties are directed to the attached RFI document and CSO Coverage Matrix for detailed instructions.

Joint Warfighting Cloud Capability (JWCC) Next, now known as JWCC Unified Cloud Marketplace (UCM), will function as a single, unified solution that supports the consumption of all provisionally authorized (PA) cloud service offerings (CSOs) from approved cloud service providers (CSPs)—not limited to the current hyperscalers. To achieve this efficiently while preserving security, compliance, and operational integrity, the solution will be structured as follows:

  • Tier 1 – Hyperscalers: Core infrastructure and platform services from established large-scale CSPs.

  • Tier 2 – Everything-as-a-Service (XaaS): Includes Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS), and non-hyperscale Infrastructure-as-a-Service (IaaS).

  • Tier 3 – Commercial Innovators & Small Businesses: Innovative, agile, and non-traditional cloud offerings from emerging providers and small businesses that meet PA standards.

This approach will create a comprehensive marketplace that promotes competition, accelerates access to cutting-edge capabilities, and ensures qualified industry partners can participate equitably.
