About this file

This is a Request for Information (RFI) issued by the Defense Information Systems Agency (DISA) to conduct market research for a potential contract vehicle to procure DISA Provisionally Authorized (PA) Cloud Service Offerings (CSOs) supporting the Joint Warfighting Cloud Capability (JWCC) Unified Cloud Marketplace (UCM) ecosystem. DISA is seeking to understand vendor capability to provide comprehensive coverage of Premier-eligible CSOs and to assess industry's ability to translate high-level mission requirements into specific orderable solutions. The scope requires contractors to provide coverage of identified CSO authorization boundaries and associated commercially orderable products and services; manage and update catalogs to align with DISA PA list changes; translate Requirements Briefs from mission owners into complete, OEM-validated Bills of Material (BOMs); and manage End User License Agreements and Terms of Service to ensure compliance with Federal and Department of Defense legal requirements. The technical focus is on Anything as a Service (XaaS) solutions, including Software as a Service (SaaS), Platform as a Service (PaaS), and non-hyperscale Infrastructure as a Service (IaaS), all compliant with stringent DoD and federal security requirements.

Responses must be submitted using the provided CSO Matrix & Questionnaire Excel spreadsheet, with two mandatory tabs covering authorized reseller status, Letter of Authorization (LOA) availability, and orderable services. Respondents may optionally submit a single-page narrative providing feedback on the proposed strategy. Submissions should be emailed to Dean Cravens (dean.l.cravens.civ@mail.mil) and Jacob Sopiars (jacob.m.sopiars2.civ@mail.mil), with responses encouraged by August 10, 2026, and a final deadline of September 1, 2026. DISA is exploring multiple acquisition strategies to ensure 100% catalog coverage, robust competition, administrative efficiency, and is assessing socioeconomic set-aside strategies across all business sizes. This RFI is for information and planning purposes only and does not constitute a commitment to issue a solicitation or award a contract.

REQUEST FOR INFORMATION

The Defense Information Systems Agency (DISA) is seeking information from industry to assist with the development and planning of a potential new requirement.

THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.

1. Overview/Purpose/ Description of Procurement: DISA is conducting market research for a potential contract vehicle to procure the DISA Provisional Authorization (PA) Cloud Service Offerings (CSOs) supporting the Joint Warfighting Cloud Capability (JWCC) Unified Cloud Marketplace (UCM) ecosystem. The Government-provided matrix identifies the Premier-elgible CSOs holding a current DISA PA list as of July 31, 2026, and will serve as the common baseline for responses. Each CSO represents an authorization boundary that may include multiple commercially available subscriptions, licenses, support packages, training modules, and professional services Stock Keeping Units (SKU).

The primary objective of this market research is to understand the breadth of vendor capability to provide the full catalog of DISA PA’d CSOs. DISA is exploring multiple acquisition strategies to ensure 100% catalog coverage, robust competition, and administrative efficiency. The Government is also assessing the viability of various socioeconomic set-aside strategies and seeks to understand the market depth at all business sizes.

An additional, a critical operational challenge this vehicle aims to solve is the translation of high-level mission requirements (e.g., the Government needs a data analytics capability for 100 users at Impact Level (IL) 5) into specific orderable Bills of Material (BOMs). Therefore, this RFI seeks to understand the industry’s capability to not only supply the required CSOs but also to provide the necessary systems engineering support to assist mission owners in navigating this complex catalog.

2. Scope of Effort: The scope of this effort is to provide a comprehensive procurement solution for the DISA PA’d CSO list. The contractor(s) shall be responsible for:

a. Providing, in aggregate, coverage of the identified Premier-elgible CSO authorization boundaries and the commercially orderable products and services associated with those CSOs, with any limitations clearly identified.

b. Managing and updating the catalog to align with changes to the DISA PA list (additions, removals, IL-level changes)

c. Upon receipt of a high-level “Requirements Brief” from a Government mission owner, providing the necessary expertise to translate the requirement into a complete, Original Equipment Manufacturer-validated BOM/SKU list.

d. Managing all associated End User license Agreements (EULAs) and Terms of Service to ensure compliance with Federal and DoW legal requirements.

3. Technical Characteristics: The Government requires Anything as a Service (XaaS) solutions (e.g., Software as a Services (Saas), Platform as a Service (PaaS), and non-hyperscale infrastructure as a Service(IaaS)) that comply with stringent DoW and federal security requirements.

4. Requested Information: Interested parties are requested to respond and complete the attached “CSO Matrix & Questionnaire” Excel spreadsheet.

Interested parties are requested to respond to this RFI by completing the attached CSO Matrix & Questionnaire (Excel file).

However, the RFI will remain open, and all responses received no later than the final deadline of September 1, 2026, will be accepted and considered.

INDUSTRY DISCUSSIONS:

DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks.
