About this file
This file is a Questions and Answers (Q&A) tracker documenting vendor inquiries and official Government responses regarding the JWCC UCM Premier Request for Information (RFI). The three questions address acceptable contracting structures and supply chain arrangements for providing the full catalog of DISA provisionally authorized (PA) cloud service offerings (CSOs).
The Government confirmed that prime contractors may engage industry partners as procurement and payment agents provided the contractor maintains authorized reseller status and can secure necessary Letters of Authorization (LOAs) from underlying providers. DISA does not mandate specific supply chain or distributor structures but holds the prime contractor solely responsible for ensuring full authorization to sell required CSOs. Additionally, the Government affirmed acceptance of two-tier structures where original equipment manufacturers (OEMs) operate as subcontractors to the prime, provided the prime retains overall contract execution and compliance responsibility. These responses indicate DISA's flexibility regarding teaming arrangements and subcontracting while maintaining strict requirements for reseller authorization and prime contractor accountability throughout the supply chain.

| Question # | Vendor Question | Government Response |
| 1 | Would DISA find acceptable a model where the industry partner acts only as the procurement and payment agent, and the applicable product terms, including warranty and support, are established directly between DISA and the third-party vendors? | Yes. The Government recognizes that for many proprietary CSOs, the product terms, warranty, and technical support are established directly between the Government and the OEM. However, the prime contractor must serve as an authorized reseller of record capable of provisioning the full catalog of required CSOs. A purely administrative or consulting model that does not hold the necessary reseller authorizations does not meet the Government’s intent. |
| 2 | Please clarify whether DISA would find it acceptable for a distributor and/or other third parties to be involved in the procurement chain where a direct purchase may be infeasible. | The Government does not dictate specific supply chain structures or distributor relationships. The prime contractor remains solely responsible for ensuring they are fully authorized to sell the required CSOs and can secure the necessary Letters of Authorization (LOAs) from the underlying providers to support performance. |
| 3 | Many of the CSOs listed in the catalog are proprietary products that are not readily available thru standard channel or distribution programs. Would DISA agree to accept a “two-tier” structure where the OEM operates as a sub to the prime? | Yes. The Government expects a broad-reaching reseller strategy and does not prohibit subcontracting or teaming arrangements. The prime contractor must retain overall responsibility for contract execution and compliance. |
