About this opportunity
The Department of Justice (DOJ) has issued a Request for Information (RFI) seeking technical solutions for its Insider Threat Program, with the goal of understanding industry capabilities in deterring, detecting, and mitigating insider risks. Scheduled for an Industry Day event on March 4, 2025, in Washington, DC, this RFI aims to gather insights from qualified vendors with expertise in developing and managing insider threat technologies. The DOJ is specifically interested in exploring advanced technological solutions that can integrate monitoring, behavior analytics, real-time reporting, and incident response capabilities while maintaining security and privacy standards. This RFI is not a solicitation for proposals but rather a market research initiative to comprehensively assess available technologies across multiple domains such as artificial intelligence, data loss prevention, user activity monitoring, and blockchain analysis.
Vendors interested in participating must submit a comprehensive response package by January 24, 2025, electronically to ITP@usdoj.gov, which includes a Vendor Information Template, Technical Capabilities Matrix, and Police Check Inquiry Forms for up to three representatives. The submission must detail the vendor's capabilities, years in business, relevant federal government experience, and specific technical solutions across designated insider threat technology categories. Each product description is limited to 200 words and must outline deployment processes, scalability, and FedRAMP certification status (Impact Level 4-6). During the Industry Day, each vendor will be provided a table and chairs, with opportunities to provide 10-30 minute capabilities presentations, subject to strict logistical constraints including no Wi-Fi, no removable media, mandatory security screenings, and a prohibition on photography. The DOJ emphasizes that this RFI is purely informational and will not guarantee any future contract opportunities.
