About this opportunity

The Department of War is seeking innovative, scalable, and cost-effective solutions to improve indoor environmental health and facility sustainment across military barracks in the Southeast Region of the United States through a Request for Information issued by the Washington Headquarters Service. The RFI focuses on rapidly deployable approaches to address poor air quality, excess humidity, mold growth risks, ventilation deficiencies, aging HVAC systems, and insufficient environmental monitoring capabilities. Respondents must demonstrate their ability to achieve specific habitability standards including Particulate Matter 2.5 and PM10 limits, carbon dioxide concentrations below 700 ppm above outdoor levels per ASHRAE 62.1, relative humidity between 30-60% per EPA standards, and carbon monoxide/dioxide detection per NFPA 72. Proposals should address proposed technologies or services, deployment and scalability strategies for Southeast implementation, recommendations for three pilot locations, sustainment approaches with long-term monitoring and preventive maintenance plans, innovation differentiators, and key cost drivers. Responses must be submitted electronically to the designated government contacts by March 18, 2026 at 12:00 p.m. Eastern Daylight Time, and the government has indicated it will not provide receipt acknowledgment, feedback, or follow-up information after the deadline.

This RFI is issued with no set-aside designations and is for information and planning purposes only, not constituting a solicitation or obligation for contract award. The Department of War operates a substantial portfolio requiring solutions across 906 barracks buildings comprising 76,066 rooms and 157,553 bed spaces distributed among the Army (567 buildings, 45,000 rooms), Navy (14 buildings, 3,363 rooms), Marine Corps (195 buildings, 18,917 rooms), and Air Force (139 buildings, 8,786 rooms). Respondents must provide relevant experience from the past seven years, including specific contract details such as award amounts, contract numbers, periods of performance, and government points of contact, demonstrating their capability to execute similar environmental health and facility sustainment initiatives. Responses are limited to ten typed pages using 12-point Times New Roman font on standard 8.5 x 11-inch paper, with supplemental information in Part 3 not counting toward the page limit. No specific budget range or award value has been disclosed at this pre-solicitation stage.

Notice text

The Department of War (DoW) is issuing this Request for Information (RFI) to identify innovative, scalable, and cost-effective approaches to rapidly improve indoor environmental conditions across DoW facilities within the Southeast Region of the United States. The DoW remains technology-agnostic and welcomes solutions incorporating a wide range of approaches to improving facility environmental performance, with a focus on air quality.

This RFI seeks input from interested firms to rapidly improve the air quality, indoor environmental health, and long-term sustainment of military barracks. The Government is specifically interested in approaches capable of identifying and mitigating air quality risks, including ventilation deficiencies, airborne contaminants, humidity-related conditions, and other environmental factors affecting respiratory health, while achieving measurable, certifiable indoor air quality standards.

No questions or phone calls will be accepted concerning this RFI. All firms responding to this RFI are advised the Government will not provide or acknowledge receipt of the information received, provide feedback to firms with respect to any information submitted, or provide any follow-up information well after the deadline of this RFI.
