The Government is interested in getting a response from “all” interested firms.
The Department of War (DoW) is issuing this Request for Information (RFI) to identify innovative, scalable, and cost-effective approaches to rapidly improve indoor environmental conditions across DoW facilities within the Southeast Region of the United States. This RFI seeks input from interested parties regarding cost-effective, scalable solutions to rapidly improve the air quality, indoor environmental health, and long-term sustainment of military barracks. The Government is specifically interested in approaches capable of identifying and mitigating air quality risks, including ventilation deficiencies, airborne contaminants, humidity-related conditions, and other environmental factors affecting respiratory health, while achieving measurable, certifiable indoor air quality standards. Solutions should emphasize rapid deployment, portfolio-scale implementation, and sustainable lifecycle support using rigorous, data-driven, and scientifically grounded methods in support of the DoW priority to ensure healthy living environments for service members.
Well-maintained housing is not just a quality-of-life issue but an operational imperative, essential for the health, recovery, and sustained performance of service members. Therefore, the DoW seeks innovative, cost-effective solutions capable of rapidly improving barracks conditions at scale while ensuring long-term performance, accountability, and sustainment across installations.
2.0 BACKGROUND
The DoW has a portfolio of more than 5,000 barracks buildings comprised of over 500,000 rooms. The Secretary of War established a Barracks Task Force on October 6, 2025, to prioritize the rapid improvement of these facilities to ensure every warrior lives in a safe, clean, and comfortable barracks. The Task Force is addressing these facilities including aging infrastructure, deferred maintenance, deteriorated mechanical systems, and indoor environmental performance challenges. Improving service member readiness, operational performance morale and retention, training effectiveness and quality of life are core priorities for the DoW.
The DoW recognizes an urgent need to rapidly and cost-effectively upgrade facilities to achieve measurable indoor environmental health outcomes while ensuring sustainable operations over subsequent years. DoW is focused on addressing the following Indoor environmental risks and others proposed by the respondent:
Poor air quality Excess humidity and moisture intrusion Mold growth risks
Ventilation deficiencies Aging HVAC systems Building envelope failures Water intrusion and condensation issues Insufficient environmental monitoring capability
The Department seeks data-driven and scientifically grounded solutions that can:
Diagnose environmental conditions Remediate deficiencies Certify improvements to health standards Sustain those standards over time
3.0 SCOPE OF INTEREST
The DoW seeks information on solutions addressing indoor environmental conditions of facilities across DoW Installations in the southeast region of the United States. The DoW remains technology-agnostic and welcomes solutions incorporating a wide range of approaches to improving facility environmental performance, with a focus on air quality. Potential technologies may include environmental monitoring systems, air purification solutions, HVAC modernization approaches, humidity control systems, building automation and smart controls, moisture detection technologies, mold prevention or remediation methods, digital twin or predictive maintenance platforms, integrated facility health dashboards, portable or modular remediation solutions, and rapid retrofit installation techniques. Both proven and emerging technologies are encouraged.
Responses may also include service-based capabilities such as facility environmental assessments, continuous monitoring services, indoor health certification methodologies, rapid remediation deployment models, long-term sustainment contracts, preventive maintenance programs, data analytics and reporting platforms, lifecycle performance verification, and workforce training or installation support necessary to maintain environmental performance over time.
The DoW is additionally interested in flexible acquisition and financing approaches that enable rapid and cost-effective deployment at scale.
