About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is conducting market research through a Request for Information (RFI) to identify sources for Hardened Advanced M-Code Receivers (HAMR) to replace the legacy Defense Advanced GPS Receiver (DAGR/AN/PSN-13) system. The RFI seeks information on industry capabilities to provide production, sustainment, repair services, engineering services, software maintenance and upgrades, contractor logistics support, and field support for M-Code receivers in various configurations. Prosponders must demonstrate proven repair capability of similar products and the ability to sustain production of an average of 50 receivers per month, with responses limited to ten pages addressing 35 required capability questions and a Contractor Capability Survey. The Government is requesting detailed information on product specifications, compliance with DAGR interfaces (IS-GPS-153D and IS-GPS-164), pricing estimates for quantities ranging from 500 to 10,000 units annually, production capacity, repair turnaround times, quality certifications, and willingness to commit to firm-fixed pricing for hardware deliveries. The RFI response deadline is March 30, 2026, at 4:00 PM EST, with submission required via DoD SAFE to the designated Government representatives.
This pre-solicitation notice carries no set-aside designation and involves no incumbent contractor, as this is market research for a new requirement. The Government does not anticipate that this RFI will directly result in a formal solicitation but will use responses for acquisition planning and strategy development; however, responses indicate the anticipated future acquisition will be structured as a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated RFP release in Third Quarter Fiscal Year 2026. The anticipated period of performance spans from March 2027 to March 2032, covering a five-year lifecycle sustainment, production, and technical support arrangement. No budget or award value is disclosed in the RFI materials, and no Research and Development funding will be available under the future contract. The Government emphasizes that this RFI does not constitute a commitment to award a contract and will not reimburse participation costs; responses should address key areas including M-Code capability, anti-jamming and anti-spoofing performance, improved user interface functionality, interoperability with existing military systems, single-cable solutions, and non-RF complementary positioning sources for GPS-denied environments.
Notice text
The HAMR contractual requirements are to provide continued sustainment, production, tech refresh, and contractor logistics support (CLS) for the successful operation of the program. These requirements are inclusive of acquisition support to include repair services, engineering services, software maintenance, software upgrades and studies, logistics, information assurance, on-site support, and field support.
