Request for Information (RFI) Hardened Advanced M-Code Receivers (HAMR)
10 Mar 2026
The United States Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience required to perform production, repair, sustainment, computer-based training, logistics support, and engineering services for M-Code receivers that are mounted, dismounted, and/or a combination of both in support of the Defense Advanced Global Positioning System (GPS) Receiver (DAGR) or equivalent. Features should be a form/fit drop-in replacement for the AN-PSN/13A and AN/PSN13B.
INTRODUCTION
The Government has no Research & Development dollars available for this contract. Currently, the Government is anticipating a Multiple Award Contract with an estimated request for proposal (RFP) release in the Third Quarter Fiscal Year 2026 (3QFY26). The period of performance for this contract is estimated to be from March 2027 to March 2032.
Interested parties should have a proven repair capability (complexity, quality, and volume) of same/similar product, and the ability to sustain an average of 50 receivers a month.
The HAMR contractual requirements are to provide continued sustainment, production, tech refresh, and contractor logistics support (CLS) for the successful operation of the program. These requirements are inclusive of acquisition support to include repair services, engineering services, software maintenance, software upgrades and studies, logistics, information assurance, on-site support, and field support.
PURPOSE
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
FAR 52.215-3 Request for Information or Solicitation for Planning Purposes. (Oct 1997)
The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of market research in an effort to overcome barriers to competition for future requirements.
The purpose of the RFI is to understand industry capabilities for non-developmental (production ready within 90 days), M-Code solutions that are form/fit drop in replacements for DAGR within mounted vehicles, dismounted operations, or dual use mounted/dismounted. This solution must be both cost efficient and effective. Information submitted will help shape the strategy for future PNT materiel solutions for mounted platforms and dismounted users. Emphasis is being placed on affordable solutions that can leverage existing integrations on Army, Marine, Navy, Air Force vehicles, and dismounted operators across the joint force to reduce the overall cost and schedule associated with fielding a potential future capability. Adversary GPS denial and deception efforts pose unique challenges to systems and platforms dependent on GPS for PNT information. Mounted platforms and dismounted users require the ability to effectively operate and navigate through a wide variety of challenging environments.
The ever-changing threat and advancement of capabilities and technologies requires a cost-efficient, adaptive acquisition approach with a design that leverages existing integration strategies to allow for rapid deployment on a large scale.
