About this opportunity
The Office of the Comptroller of the Currency (OCC), an independent bureau of the U.S. Department of the Treasury, issued this Request for Information (RFI) on November 20, 2025, to conduct market research for two potential procurement actions involving macroeconomic modeling and data services. The OCC seeks qualified firms capable of providing: (1) global macroeconomic model software with eight transferable user licenses that can simulate economic and financial market shocks by country and sector, conduct stress tests, and provide comprehensive reporting; and (2) a comprehensive database of historical and forecast economic, financial, and demographic data for the U.S. economy at national, state, and Metropolitan Statistical Area (MSA) levels. Key requirements include stress testing capabilities, baseline and stress scenario reporting, data access and archiving functionality for the software component, and at least 500 data series per geographic level with quarterly forecasts over a five-year horizon for the data component. The RFI is for market research and planning purposes only; responses will not constitute quotes or offers, and the government will not reimburse response costs or be obligated to purchase proposed solutions. Responses were due by 5:00 p.m. EST on December 2, 2025, submitted via email in Microsoft Word or PDF format, with a 15-page core response limit and unlimited appendix pages. The OCC anticipates completing its review and decision-making process by approximately mid-2026.
This RFI contains no set-aside designations and identifies no incumbent contractors. The government has not disclosed estimated budget ranges or specific award values and instead encourages vendors to provide accurate and reasonable pricing estimates, which will be used solely to develop an Independent Government Cost Estimate and refine the government's understanding of available solutions. The procurement involves eight unique users per Statement of Work with no user group overlap across the two requirement areas. The OCC has clarified that decisions regarding demonstrations, trial access, or additional data samples will be determined after the RFI submission period closes. Vendors should note that the RFI included an amendment posted on December 2, 2025, containing responses to vendor questions that provide additional clarification on submission requirements, user access specifications, and the agency's evaluation timeline. This market research initiative represents an early stage in the government's acquisition planning process, with subsequent procurement actions likely to follow based on the quality and nature of vendor responses received.
