About this opportunity

The Defense Logistics Agency Troop Support Subsistence is conducting a Request for Information (RFI) to assess vendor capabilities for providing subsistence prime vendor (SPV) support covering Southern Europe (Zone 2) and Western Africa (Zone 3) with an anticipated single award covering both geographic zones. The procurement seeks full-service food support operations including sourcing, warehousing, inventory management, quality control, transportation, and personnel management for military and authorized customers across 30+ countries, with particular emphasis on Navy ship support. Key requirements include establishing warehouse platforms in Europe, managing complex logistics such as intra-country airlifts and emergency deliveries, sourcing Local Market Ready (LMR) products, meeting delivery timelines of 2-12 days, maintaining surge capacity for 300% increased demand, and ensuring compliance with the Berry Amendment and extensive reporting requirements. The evaluation criteria emphasize vendors' demonstrated logistics capabilities, technology systems for real-time inventory tracking, compliance with Defense Transportation System protocols, and ability to handle shelf life management and Navy-specific delivery specifications. The deadline for submitting responses to this RFI is Monday, October 27, 2025, and DLA Troop Support will not consider responses received after this date.

This procurement carries no set-aside designation. The estimated contract value for the Western Africa portion alone is $1.6 million annually for a one-year period, with historical contract data indicating approximately $36 million in annual sales for Western Africa and combined historical values around $55 million annually for land customers and $47 million for Navy ship customers across the service areas. The RFI is market research only and does not guarantee future business or compensate vendors for information provided. The government is specifically reaching out to previous respondents from the March 2022 Western Africa RFI to revalidate their interest and determine whether their capabilities or responses have changed. Vendors responding for the first time must follow the format and structure of the original RFI questionnaire, identifying specific question numbers for their responses. This pre-solicitation notice precedes a formal solicitation and establishes the foundation for understanding available vendor capabilities across the two geographic zones.
