About this opportunity
Defense Logistics Agency Troop Support intends to solicit an indefinite quantity contract for Pepsi cans and bottles supply to military customers in Florida, with RFI responses due May 21, 2026, and planned single award to one commercial firm. No set-aside is anticipated.
Performance includes three locations: Dining Facility (Bergs-Liles) at Tyndall Air Force Base in Panama City, the 325th Fighter Squadron Services FSW Marina at Tyndall AFB, and the Naval Diving and Salvage Training Center Air Force Combat Dive facility in Panama City Beach. DLA is conducting this market research RFI to assess vendor capability and inform future solicitation strategy; responses will not be compensated and do not obligate the government to award.
The Schedule of Items comprises ten stock numbers of carbonated beverages and sports drinks in 20-ounce plastic bottles, packaged 24 per box, including Pepsi Cola, Diet Pepsi, Mountain Dew, Starry, Mug Root Beer, Wild Cherry Pepsi, Sunkist Orange, Sunkist Strawberry, Gatorade Fierce Grape, and Gatorade G2 Fruit Punch. All deliveries must meet commercial temperature-control standards for fresh product acceptance. Proposed offerors must supply all items in the schedule to be technically acceptable.
The anticipated contract period is 60 months with a maximum value of $250,000. Vendors must register in SAM.GOV and DLA Internet Bid Board System (DIBBS), maintain internet access and email capability, support Subsistence Total Order & Receipt Electronic System (STORES) EDI transactions (810, 820, 832, 850, 861, 997), comply with FDA and state/county inspections, and provide backup ordering methods if STORES becomes inoperable. Submit responses to Rasheed O'Kelley (rasheed.o'kelley@dla.mil) or Joshua D. Weber (Joshua.Weber@dla.mil).

Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Pepsi Cans and Bottles items to the Department of War (“DoW” Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply Pepsi Cans & Bottles products to military customers located in the State of Florida (Tyndall AFB). Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following requirements:
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoW/Troop customers in the State of Florida (Tyndall AFB). After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for the award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
The proposed contract ordering period is July 26, 2026, to July 26, 2031. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on May 21, 2026. Please respond via e-mail to the following address: Rasheed O’Kelley at Rasheed.o’kelley@dla.mil, and Joshua D. Weber at Joshua.weber@dla.mil.
