About this opportunity
DLA Troop Support Subsistence is conducting a Request for Information due May 21, 2026, to gather market feedback on Pepsi Cans and Bottles supply to military customers in Delaware, with the intent to issue a future indefinite quantity contract (IQC) with a single award to a commercial firm. This RFI is market research only; no payment will be provided for responses, and participation does not guarantee future contract award.
Place of performance is Dover Air Force Base, Delaware, with the Patterson Dining Facility (Building 403, 9th Street, Dover AFB, DE 19901) designated as the ordering point and ship-to address. The anticipated 24-month period of performance carries a maximum contract value of $350,000. Offerors must propose on all seven beverage items listed in the Schedule of Items, which projects 12-month usage of 1,681 units (24-month requirement of 3,362 units) across Pepsi cola products, Diet Pepsi, Mountain Dew, and related bottled beverages in 18.5 to 20-ounce packaging.
All products must conform to commercial standards for temperature maintenance and meet specified quality requirements per item. Awardee must maintain current SAM.gov registration, comply with FDA and Department of Health & Human Services inspections, interface with the Subsistence Total Order & Receipt Electronic System (STORES) supporting EDI transaction sets (810, 820, 832, 850, 861, 997), and maintain unit prices formatted to no more than two decimal places. Vendors must have Internet access and demonstrate feasibility of full contract support or identify subcontracting limitations and potential small-business bottler involvement. Notice text
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Pepsi Cans and Bottles items to the Department of War (DoW) Troops. There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply Pepsi Cans & Bottles products to military customers located in the State of Delaware (DE). Acceptance of supplies awarded under this solicitation will be limited to Pepsi products. All products delivered under this contract must conform to the following requirements:
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in the State of Delaware (DE). After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by 3:00 pm Eastern Standard Time on May 21, 2026. Please respond via e-mail to the following addresses Edith Moss Edith.Moss@dla.mil, and Alicia Harris Alicia.Harris@dla.mil.
