About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is conducting a Request for Information (RFI) to gather market research on fresh fruits and vegetables supply capabilities for its Utah Zone operations. This RFI seeks feedback on the agency's full-line produce support to Department of War military troops, Non-Department of War USDA schools, and Indian Tribal Organizations throughout Utah and select Wyoming locations. Respondents must demonstrate capability to provide comprehensive fresh fruit and vegetable services to all listed customers, with ability to utilize the FFAVORS WEB ordering system required for Non-DoD customers, and must address minimum dollar delivery requirements, current commercial distributor status, and prior federal government experience. The market research questionnaire requests information on zone layout feasibility, subcontracting needs, company capabilities, and the percentage of items procured from small businesses, though no formal evaluation criteria have been established at this pre-solicitation stage. All responses to the Market Research Survey must be submitted by Tuesday, May 5, 2026, to Robert Small (Robert.Small@dla.mil) and Amanda Quaile (Amanda.Quaile@dla.mil), with no compensation provided for response development and no guarantee of future business resulting from participation.

This procurement carries no set-aside designation and does not identify any incumbent contractors. The anticipated contract value reflects substantial federal investment, with a 24-month base period estimated at $15,250,607.96, a five-year contract estimate of $38,126,519.90, and a maximum contract value of $114,379,559.70. The produce requirements encompass multiple groups: Group 1 (Utah Troops) with 93 items and 10,304 cases over 12 months; Group 1 (Utah Schools) with 90 items and 297,228 cases over 12 months; and Group 2 (Utah Reservations) with 32 items and 2,796 cases over 12 months. Vendors must provide three pricing tiers with pricing that includes delivery and freight, and all responses must include SAM.GOV and DLA Internet Bid Board System (DIBBS) registration information. The RFI is being conducted in advance of a formal solicitation, and interested parties should recognize that this market research phase does not constitute a commitment from the government or promise of contract award.
