About this file
This is a Market Research Questionnaire for a federal contract opportunity to supply Full Line Fresh Fruit and Vegetables (FF&V) in Utah Zones. The Defense Logistics Agency (DLA) is conducting market research prior to re-soliciting a long-term contract to support Department of War (DoW) Troops and Non-DoW customers, including schools and Indian Tribal Organizations (ITOs). Two attachment files provide estimated usage data for a 24-month period and a list of proposed delivery points.
The contract parameters include a 24-month base period valued at $15,250,607.96, a five-year contract estimate of $38,126,519.90, and a maximum value of $114,379,559.70 (300% of the five-year estimate). Respondents must address their capability to provide full-line FF&V services to all listed customers, any minimum dollar delivery requirements, current commercial distributor status, prior federal government business experience, and registration requirements in SAM.GOV and the DLA Internet Bid Board System (DIBBS). The questionnaire also requests feedback on zone layout feasibility, subcontracting needs, company capabilities including ability to use the FFAVORS WEB ordering system (required for Non-DoD customers), and the percentage of FF&V items procured from small businesses. Respondents must submit completed questionnaires to Robert Small (Robert.Small@dla.mil) and Amanda Quaile (Amanda.Quaile@dla.mil) by Tuesday, May 05, 2026 at 3:00 PM Eastern Standard Time. The document includes technical requirements for the FFAVORS WEB system, which vendors must establish and maintain for internet-based ordering by schools and reservation customers, with backup procedures if the system is unavailable.
