About this opportunity
The Defense Logistics Agency (DLA) Troop Support Subsistence is conducting a Request for Information (RFI) to gather market research on fresh fruit and vegetable suppliers capable of serving Department of Defense troop customers and non-DoD school and Indian Tribal Organization customers throughout the Arizona Zone. Respondents must demonstrate capability to supply a full line of USDA Grade Number 1 or better quality fresh produce and shell eggs, with the ability to service all three customer groups simultaneously. Critical qualifications include past government business experience, system compatibility with both FFAVORS Web (for non-DoD customers) and STORES (for DoD customers), electronic data interchange (EDI) transaction capabilities, internet access, and electronic catalog maintenance. The government intends to use responses to inform the development of a future solicitation for indefinite quantity contracts and will evaluate respondents' operational capacity, technical infrastructure, and service delivery capabilities across geographically dispersed locations. Responses to this RFI are due by November 17, 2025 at 8:00 PM EST and should be submitted via email to Jennifer DeLange and Alexis Adams at DLA Troop Support.
No set-aside designations apply to this procurement. The government estimates total contract values ranging from $25.9 million to $272.9 million over potential contract durations of 5 to 7 years, with an initial 24-month base period. The Schedule of Items encompasses approximately 304 distinct fresh produce items across three customer groups: 174 items for DoD Troops (36,842 cases over 24 months), 79 items for Non-DoD Schools (737,960 cases over 24 months), and 51 items for Indian Tribal Organizations (34,196 cases over 24 months). Delivery locations span multiple Arizona cities and tribal reservations, including Phoenix, Tucson, Yuma, and locations across the Gila River, White Mountain Apache, San Carlos Apache, Colorado River Tribe, Navajo, Tohono O'Odham, and Pascua Yaqui territories. This RFI represents preliminary market research only and does not constitute a commitment to award; interested suppliers are encouraged to submit detailed questionnaire responses addressing their capabilities to handle the full scope of this multi-customer, multi-location produce distribution requirement.

Request for Information (RFI) for Fresh Fruit & Vegetable support for DoD Customers and Non-DoD customers located in the Arizona State Zone
Dear Valued Suppliers:
This is a Request for Information (RFI). DLA Troop Support’s (Agency) Subsistence Produce Program is interested in comments and feedback regarding the Agency’s full line produce support to DoD and Non-DoD Customers throughout the Continental United States (CONUS). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in creating an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (IQC) with a commercial firm(s) to supply a full-line of United States Department of Agriculture (USDA) Grade Number 1 or better quality fresh fruits and vegetables (FF&V) and Shell Eggs (if required by the customers) to DoD Troop Customers and Non-DoD School and Indian Tribal Organization (ITO) customers in the Arizona Zone. Specific quality requirements per item are included in the Schedule of Items, Attachment 1: Troop Customers (Tab 1), Non-DoD School Customers (Tab 2), and Non-DoD Indian Tribal Organization Customers (Tab 3). When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified in Attachment 1 may render an offeror’s proposal technically unacceptable. If the item’s description in Attachment 1 does not provide a specific quality grade, the minimum quality grade that is required to meet the terms of this Solicitation is USDA Grade Number 1.
In the solicitation that is contemplated, the aforementioned zone will be comprised of 1 Group in the area described above. Group 1A will consist of Arizona Troop Customers, Group 1B will consist of Arizona School Customers and Group 1C will consist of Arizona ITO Customers. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for each Group. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for each Group it has chosen to propose on. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
Proposed order period is for Seven (7) years divided into (1) One Tier consisting of (24) Twenty Four months, (2) Second Tier consisting of (30) thirty months, and the (3) Third Tier consisting of (30) Thirty Months. A shorter period of performance of (5) Five years may be considered based upon the responses received within the market research questionnaire.
Please see the attachments: Schedule of Items, Delivery Schedule and Market Research questions. If interested, we strongly encourage you to respond. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on Monday, November 17, 2025 by 8PM. Please respond via e-mail to the following addresses: alexis.adams@dla.mil and jennifer.delange@dla.mil.
