About this opportunity
Defense Logistics Agency Troop Support Subsistence is preparing to procure fresh fruits, vegetables, and shell eggs via indefinite quantity contract(s) to supply Department of War troop installations and USDA school customers in the South Florida and Puerto Rico Zone, with RFI responses due October 2, 2026.
This is a market research RFI only; no solicitation is currently available, and respondents will receive no compensation or guarantee of future business. DLA intends to award IQC(s) for USDA Grade Number 1 or better quality produce and shell eggs (where required) to five customer groups: South Florida Troops, South Florida Schools, Puerto Rico Troops, Puerto Rico Schools, and Puerto Rico Troop Eggs. Place of performance spans South Florida (military installations, Coast Guard bases, naval vessels, federal facilities in Miami, Key West, and surrounding areas; approximately 200 schools across 12 Florida school districts) and Puerto Rico (USCG bases and vessels in San Juan and Ponce, Navy and Army installations, approximately 120 schools and educational facilities throughout the territory).
Estimated values are $13.688 million for 24 months, $34.22 million for five years, with a ceiling of $102.66 million at 300 percent. Vendors must be registered in SAM.GOV and hold PACA licensing. Successful contractors must interface with STORES (Subsistence Total Order and Receipt Electronic System) using EDI transactions for DoW troop customers and FFAVORS WEB for USDA school customers, with fallback ordering methods (fax, phone, pickup) required during system outages. Specific product quality requirements per item are detailed in Attachment 1; failure to meet stated specifications renders proposals technically unacceptable. Responses should address capability to service all or specific customer groups, minimum delivery requirements, current commercial FF&V distributor operations, prior federal experience, business size classification, geographic feasibility, subcontracting needs, and percentage of items sourced from small businesses. Submit responses to Melisia Riley (melisia.riley@dla.mil, 445-737-6339) and Amy Paradis (amy.paradis@dla.mil, 445-737-0937).

Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce Program is interested in comments and feedback regarding the Agency’s full line produce support to Department of War (“DoW;” Troop) and United States Department of Agriculture (“USDA;” Schools) Customers throughout the Continental United States (“CONUS”). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in creating an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply a full-line of United States Department of Agriculture (“USDA”) Grade Number 1 or better quality fresh fruits and vegetables (“FF&V”) and Shell Eggs (if required by the customers) to Department of War (Troop) and USDA (Schools) customers in the South Florida and Puerto Rico Zone. Specific quality requirements per item are included in the List of Items (Attachment 1). When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified in Attachment 1 may render an offeror’s proposal technically unacceptable. If the item’s description in Attachment 1 does not provide a specific quality grade, the minimum quality grade that is required to meet the terms of this Solicitation is USDA Grade Number 1.
In the solicitation that is contemplated, the South Florida and Puerto Rico Zone will be comprised of two (2) groups in the area described above. Group 1 will contain subgroups 1a and 1b. Group 1a will consist of South Florida Troop Customers and Group 1b will consist of USDA South Florida School customers, Group 2 will consist of subgroups 2a, 2b, and 2c. Group 2a will consist of Puerto Rico Troop Customers, Group 2b will consist of USDA Puerto Rico School customers and Group 2c will consist of Puerto Rico Troop (Eggs) Customers. After soliciting, the Agency intends to make one award per group. Offerors may submit a proposal for any Group or all Groups. Offerors are required to propose on all items in the Market Basket for each Group on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for each Group it has chosen to propose on. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
Please see the attachments: Attachment 1 - List of Items, Attachment 2 - Delivery Schedule, and the Market Research Survey 2026 South Florida and Puerto Rico Zone. If interested, we strongly encourage you to respond. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on Friday, October 2nd, 2026. Please respond via e-mail to the following addresses: melisia.riley@dla.mil and amy.paradis@dla.mil.
