About this file

This is a Market Research Questionnaire for a federal contract opportunity to supply Full Line Fresh Fruit and Vegetables (FF&V) to Department of War (DoW) Troops and Non-DoW USDA School customers in the South Florida and Puerto Rico Zone. The Government seeks market intelligence to inform a future solicitation for long-term contracts supporting these customer groups across five identified procurement groups: South Florida Troops, South Florida Schools, Puerto Rico Troops, Puerto Rico Schools, and Puerto Rico Troop Eggs.

The contract estimates are substantial: $13,688,000 for a 24-month period of performance, $34,220,000 for a 5-year contract estimate, and $102,660,000 maximum value at 300%. Responses to the questionnaire are due by October 2, 2026, and should be submitted to Melisia Riley and Amy Paradis at DLA (Defense Logistics Agency). The Government requires information on vendor capability to service all customers or specific customer groups, minimum dollar delivery requirements, current operational status as a commercial FF&V distributor, prior federal government business experience, registration in SAM.GOV and PACA licensing, registration on DIBBS and SAM.GOV, small or large business classification, feasibility of supporting the geographic zone, subcontracting needs, capacity for expanded areas (Honduras and Panama), local procurement capabilities for eggs in Puerto Rico, cancellation policies for large orders, and percentage of FF&V items procured from Small Businesses. Successful vendors must interface with two Government ordering systems: STORES (Subsistence Total Order and Receipt Electronic System) for DoW Troop customers utilizing EDI transactions including 810 invoices, 832 catalogs, 850 purchase orders, 861 receipts, and 997 functional acknowledgements; and FFAVORS WEB, a web-based ordering system for USDA school customers. Both systems require vendors to maintain Internet access, email capability, and alternate ordering methods (fax, phone, pickup) in case of system outages.
